Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisitions intends to negotiate on a sole source basis with the MATRICS Assessment, Inc. for the measurement and treatment of research to improve cognition in schizophrenia. MATRICS Assessment Inc. will translate a performance-based functional assessment battery into five languages to accompany the MATRICS Consensus Cognitive Battery (MCCB) for use in clinical trials; to translate the MCCB into Brazilian-Portuguese for use in clinical trials; and to collect German normative data for use in developing a normative-based scoring program for the German translated version of the MCCB. To facilitate treatment development of treatments for cognition in schizophrenia, the NIMH supported a process (i.e., MATRICS) to achieve a broad evidence-based consensus regarding the best available method for measuring cognition in pharmacological trials targeting the cognitive deficits of this disorder. The individual tests selected through this process have been obtained, in some instances licensed from their owners, and packaged for easy administration by academic and industry clinical investigators. In addition, a standardized test kit of test materials and a technical manual with instructions for test administration has been created. To be of maximal utility to those concerned with drug development, the MCCB must be adapted for use in other countries. The overall goal of this purchase order is to start the initial process of translation and adaptation of foreign language versions of the MCCB consistent with the overall MATRICS approach. Period of performance is 12 months. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
