Description
Justification for Full and Open Competition THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to solicit a quote and enter into a contract with Life Technologies, Inc. herein referred to as Contractor for Ion Proton Semiconductor Sequencing System which is the only source for this item. The anticipated award date is on or about June 25, 2012. The Bacterial Foodborne Pathogen and Mycology Unit at NCAUR has a need for a Ion Proton Semiconductor Sequencing System. After Market research and Publishing of Sources Sought it is determined that there is only one source available for the type equipment. The existing research uses optimized protocols to process DNA Samples on this particular type of sequencing platforms. The research unit currently has a smaller less productive version of this instrument. Acquisition of a differing type of DNA sequencing platform would result in additional costs to the unit and research delays while samples are optimized to another platform. The statutory authority for this sole source procurement is FAR 6.302-1(a)(2). The NAICS code for this action is 334516. ARS requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR, please access the following website: http://www.ccr.govl CCR. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responsible sources received within five days of this posting. Written responses to this synopsis shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement.
