Description
Justification for Other than Full and Open Competition (JOFOC) This is a combined/synopsis solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAIDNOI12097 and the solicitation is being issued as a Notice of Intent to procure on a sole source basis. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-58, May 18, 2012). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure from INTERNATIONAL TUBERCULOSIS RESEARCH CENTER (ITRC), Kapodong 475-1, Masan, South Korea, 631-710; The North American Industry Classification System (NAICS) code for this requirement is 541711; which has a business size standard of 500; the following requirements supports the NIH International Research Agreement for the Research and Development of Clinical Studies that focus on understanding the scientific issues that facilitate the development of drugs that will make a genuine difference in the outcome for TB subjects globally. The research Center, known as the International Tuberculosis Research Center (ITRC) performs basic and clinical research supporting the development of new drugs for the treatment of MDR-TB, improving the diagnosis of MDR-TB, and supporting vaccine research. The majority of the services are to be provided at the International tuberculosis Research Center, Masan, Republic of Korea. In order to accomplish the goals of the project, the following types of services are required but not limited to: Bacteriological services (microbial growth and quantitation in several media, macrophage bactericidal assays); Pharmacokinetics assessments; Drug Sensitivity testing services; Molecular analysis of TB isolates and other related services as necessary. ITRC proactively supports investigators in Korea who conduct MDR-TB research and provides clinical trial expertise that is internationally compliant with Good Clinical Practice (GCP) and supports education and training opportunities in support of the ethical conduct of human subject's research. The contractor will provide test results to the microbiology study team for entry into CRFs and databases on a monthly basis. Data will be included from the following assays: drug sensitivity testing, real time PCR, sequencing, and genotyping. Data entered into the databases will be considered as a portion of the regular deliverables and are not required to be delivered to NIAID a second time if the electronic exchange of data is functioning. Non-document deliverables include but not limited to blood, RNA, sputum, urine, bacterial strains, host tissues and other materials specified in the SOW and associated clinical protocols and exempted activities reviewed by the NIH and NMTH ethics committees. These items will be shipped to NIAID on a quarterly schedule or more frequently as requested by the Project Officer. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] This Notice of Intent is not a request for competitive proposals; Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
