Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6079, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch (GB) plans to procure on a sole source bases with Hamamatsu Corp., 360 Foothill Rd. Box 6910, Bridgewater, NJ 08807-2920, for the brand name product "Hamamatsu NanoZoomer 2.0-HT." This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 15, Contracting by Negotiation. The North American Industry Classification System Code is 333314 and the business size standard in 500 employees. This will be awarded as a firm fixed price type contract. It has been determined that there is no opportunity to acquire green products or services under this procurement. A Hamamatsu NanoZoomer 2.0-HT digital slide scanner is required to assist the digital capture, storage, analysis, typing, grading and immuno-histochemical staining analysis of patient breast cancers, prostate cancer, colon cancer in addition to morphometric and immuno-histochemical analysis of normal breast from obese and non-obese donors. The Hamamatsu Nanozoomer 2.0-HT is a high throughput slide scanner device capable of providing high resolution digital images of histological slides for viewing on multiple slide viewing and digital pathology platforms. It is the only known device capable of saving images in formats that are compatible with all digital pathology software that are currently on the market. NCI has been using one of these devices (Hamamamtsu NanoZoomer 2.0-HT) housed at the Advanced Technology Center in Gaithersburg, MD and have already saved and generated a considerable archive of data images in the imaging software formats of our collaborators within the NCI and in the extramural community. The need to maintain continuity with ongoing data sets requires that that same device be used in further research studies. Hamamtsu is the manufacturer and distributor of the NanoZoomer HT-2.0 and only known source. The Hamamatsu NanoZoomer 2.0-HT's salient characteristics include: (1) scanning of standard-size (26 mm x 76 mm) slides, (2) a slide loader can handle up to 210 slides per batch, (3) fully automatic, unattended batch scanning possible, (4) three easy-to-use operation modes (automatic, semiautomatic, and manual), (5) two scanning modes: x20 (0.46 µm/pixel) and x40 (0.23 µm/pixel), (6) Z-stack feature, and (7) fluorescence as option. This is not a solicitation for competitive proposals. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on June 29, 2012. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
