- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-12-051and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-59. The North American Industry Classification (NAICS) Code is 334516 the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child 34516Health and Human Development (NICHD) intends to contract on a sole source basis with Formulatrix, 1254 Main St., Waltham, MA 02451 to procure a R12 Dual Light Path (Advance Package) Automated Crystallographic Imaging System w/Visible Light and UV (Tryptophan Fluorescence) Optics. The R12 package include/consist of: RockImager 2 with Independent UV (2x and 15x objective) and Visible light path (12x continuous zoom), B&W UV sensitive camera, color camera, Rock Maker Imaging Edition Seat License, RockImager Controlling Computer, Barcode printer with 8000 labels and six (6) ribbon rolls. Installation is required as well. The requirements of the system must be able to perform the following functions for 96 well sitting drop and hanging drop trays: adaptors must be available for other plate formats including LCP and 24 well trays: 1) Automated drop location using image recognition software 2) Automated extended focusing and composite Z-stack imaging 3) Images must have 1.66 µm or greater resolution 4) Visible light optical system must have a continuous zoom lens and a 5 megapixel CCD camera 5) UV light optics with 2x and 15x compound zoom objectives 6) Region of Interest (ROI) imaging under software control 7) Double plate holder for automatic sequential imaging of two trays 8) Bar code printer, reader and database for plate identification and 9) Software for image and database management The R12 system is required for high throughput membrane protein crystallography. The R12 manufactured by Formulatrix is the only known system currently on the market with the required capabilities above. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within eleven (11) days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due eleven (11) calendar days from the publication date of this synopsis or by June 25, 2012 before 10:00 A.M. EST. The quotation must reference "Solicitation number" NICHD-12-051. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
