- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The Program Support Center on behalf of the Administration for Children and Families (ACF)/ Administration on Developmental Disabilities (ADD) intends to negotiate and award a Task Order award on a sole source, noncompetitive basis. This award will go to IFC Incorporated, L.L.C for a service contract renewal for managing the information resources of the Developmental Disability Network through data collection, synthesis, and dissemination. The ADD is the lead agency within ACF at the U.S. Department of Health and Human Services (HHS) responsible for planning and administering programs that promote self-sufficiency and protect the rights of individuals with developmental disabilities. The Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act of 2000) (42 U.S.C. 15001, et seq.) supports and provides assistance to States, public and private nonprofit agencies and organizations to assure that individuals with developmental disabilities and their families participate in the design of, and have access to needed community services, individualized supports, and other forms of assistance that promote self-determination, independence, productivity, and integration and inclusion in all facets of community life. Under this procurement, the Contractor shall support planning, implementation, and development of strategies, technologies, and media channels for management of ADD program information resources. The program information will include but will not be limited to, products and reports from each ADD grantee. The Contractor shall implement strategies for analysis of grantee reports, and will disseminate useful information through channels identified by ADD. These channels include both electronic and printed means. To this end, the Contractor shall, as appropriate: • Maintain and strengthen the ADD Internet and Intranet websites located on the HHS-designated server, which will be accessible to persons with disabilities and in compliance with Federal law and HHS policies. Link the website to other Federal sites, grantee sites, and new media as approved by HHS, and market the website for optimum benefit to ADD and its partners. • As appropriate, provide technical assistance to grantees and ADD staff on data collection systems approved by ADD to include data collection systems specific to the Councils on Developmental Disabilities, Protection and Advocacy Systems, and University Centers for Excellence in Developmental Disabilities. These systems will accept interactive electronic submission of key measures and indicators, including but not limited to State Plans, Statements of Goals and Priorities, and Program Performance Reports. • Analyze data for identifying trends, needs, and items of programmatic, managerial, or research significance. Disseminate (electronic and print media) information resources derived from quantitative and qualitative analyses. • Develop, import, and maintain a database driven component of the information gleaned from ADD grantees. This component is to be designed to provide a central repository for documents and allow for process consistency and increased productivity. This will allow the ADD staff to get a complete view of related data, including grant applications, awards, budgets, PPRs, state plans and correspondence. This data dashboard would also provide extensive reporting capabilities and would include the ability to output data in multiple formats. The content needs to be accessible, by language and delivery mechanism. • In the event that ADD transitions to a document management system, the Contractor will manage the process and data. As appropriate, the Contractor shall warrant that each hardware, software, and firmware product delivered under this contract shall be able to accurately process data when used in accordance with the product documentation provided by the Contractor. The Contractor will ensure that all listed products (e.g. hardware, software, firmware) used are compatible with the document management system. The Period of Performance is 12 months. The acquisition is being conducted under simplified acquisition procedures using FAR Part 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
