- The Naval Air Warfare Center - Weapons Division (NAWCWD), China Lake intends to procure, on a sole source basis a Cost Plus Fixed Fee (CPFF), indefinite delivery - indefinite quantity contract for Conventional Ordnance Performance Evaluation (COPE) data collection, analysis and reporting support services. The outcome to be achieved with this contract is to provide detailed results of weapons performance during live-fire, air-to-ground training exercises to NAWCWD in support of the COPE Program as defined in OPNAV Instruction 8000.16C. The data obtained will support the evaluation of ordnance performance, provide for identifying potential negative performance trends, and facilitate life-cycle management. The performance objectives will be quality of product or service, schedule, and cost control. A request for proposal will be issued on or about 2 July 2012 and contract award will be on or around 30 September 2012, with the resultant contract having a base year period of performance with four one year options. This requirement is sole sourced to Synetics Solutions Inc. (SSI), 730 N. Norma Street, Suite D, Ridgecrest, CA 93555. SSI is the only small business with the requisite knowledge, technical expertise, and experience that can meet the Government's requirements on a timely basis. SSI has unique capabilities of procedural expertise in aircraft weapon systems and tactics considerations for modern strike-fighter aircraft procedures, knowledge of live bombing on required ranges, extensive experience and expertise in dealing with fleet live-fire exercises, ordnance related technical knowledge and observation of handling, loading, arming, and safely maneuvering in areas where live ordnance is detonated. Places of performance will be Naval Air Station (NAS) Fallon, NV Marine Corps Air Station (MCAS) Yuma, AZ Naval Air Facility El Centro CA Marine Corps Base (MCB) Twenty-Nine Palms, CA. Respondents, other than the above, should submit, at a minimum, their qualifications and any other information considered pertinent to the requirement to the Contracting Officer no later than ¬ ¬15 days after the publication date of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the services without causing programmatic hardship.
