Description
The National Guard Bureau, Operational Contracting Division (NGB-ZC-AQ) intends to procure Psychological Health Services on behalf of the NGB Joint Surgeon and other Reserve Components within the Department of Defense. The Government anticipates the award of a multiple award, indefinite delivery indefinite quantity (IDIQ) contract, with firm fixed-price, cost-reimbursement and incidental labor hour line items. The anticipated contract will have an ordering period of three (3) years with an option period of two (2) additional years. The maximum award value for the Reserve Component Psychological Health (PH-RC) Services contract is anticipated to be $150 Million over the 5 year maximum ordering period. This vehicle will fulfill a requirement for the ability to rapidly acquire Psychological Health Support Services throughout the continental United States (CONUS) and U.S. states and territories outside the continental United States (OCONUS). The Government anticipates the award of not less than two contracts as a result of the request for proposals. These requirements are for Contractor-provided services to independently and not as an agent of the National Guard/Reserve Component (NG/RC), provide all necessary personnel, management, and supervision to support comprehensive Reserve Component Psychological Health (PH-RC) services. The Contractor will identify and provide Directors of Psychological Health (DPHs) in the states/territories and at additional locations as identified at the task order level. DPHs will be responsible for design and delivery of PH/RC services tailored to local unique needs. All DPHs and supervisory personnel proposed in response to any RFP issued subsequent to this notice will be required to be appropriately licensed in the state or territory where the work is to be performed. The DPH-RC requirement will be solicited as a total small business set aside. The NAICS code for this requirement has been determined to be 541611, Administrative Management and General Management Consulting Services, with a Small Business Administration size standard of $14.0 million. During the period of performance of the DPH-RC contract it is expected that the organization and needs of reserve component psychological health programs will continue to evolve and re-organize in response to the evolving needs of the Service Member. The DPH-RC program and contract will provide the flexibility and responsiveness needed to support the mission of the Military Reserve Components' psychological health programs. This synopsis is provided, in accordance with FAR Subpart 5.201, for the purposes of publicizing this proposed action and is not to be considered a request for proposal. All responsible small business sources may submit a proposal for consideration in response to the final request for proposals (RFP) when it is issued. It is anticipated that the final RFP will be posted under solicitation number W9133L-12-R-0024.
