- Sources Sought that have a product that can meet ALL of the following: STATEMENT OF WORK NB688000-12-03809 BACKGROUND: The Time and Frequency Metrology Group is a part of the Time and Frequency Division of NIST. This group has the world's most advanced measurement and calibration facilities for characterizing noise components in oscillators and frequency synthesizers. It engages in many activities to determine the cause of various kinds of electronic noise for the purpose of isolating and reducing it, leading to improved performance of components, instruments and techniques that are often necessary in new applications. Specifically, vibration resistance of oscillators and other components is increasingly important to DoD and civil applications.. New requirements for (1) lower jitter, (2) higher (microwave) frequencies, (3) harsher operating environments, has made this importance more urgent. In recent years, our group has been asked by various commercial and military organizations to characterize phase noise of oscillators and different components under selected vibration environments. Measurement of phase noise determines the "vibration sensitivity", which is an important specification for oscillators on mobile systems, aircrafts, etc. Measurements of vibration sensitivity require an "electronically controlled electrodynamic shaker" which carefully shakes a device to be tested. The shaker must be able to generate one-axis vibration profiles that comply with the following military standard tests: MIL-STD-810F MIL-STD-188-181A MIL-STD-202 MIL-STD-331 MIL-STD-167 The following civilian standard tests are required: RTCA/DO-160 ASTM D 999, D 3580, D 4728 ISTA Series 1 and 2 A necessary function of the controller is "time-waveform replication." This function is the ability to record a vibration environment using the placement of a compatible acceleration sensor and play back this vibration environment as if in that place. At least one of the three linear axes must have this provision; the three rotational vibrations are not required. PURPOSE: This procurement is for a "VIBRATION TEST CONTROLLER" for an Electrodynamic Shaker. Such equipment is used to electronically control the vibration of electronic components being tested under controlled vibration conditions. TECHNICAL SPECIFICATIONS: 1. Time Waveform Replication (TWR) 2. Random Control 3. Swept Sine Control 4. Four 24 bit IEPE/Voltage/Charge inputs 5. Two 24 bit outputs including COLA, analog monitoring channels 6. 102.4 kHz sampling 7. Floating point DSP for close loop control 8. 4 GB Time replication data (TWR) size 9. Ethernet connection 10. External abort button 11. Stand alone operation without computer
