- NASA Glenn Research Center is seeking qualified Small Businesses, Small Disadvantaged Business, which also includes those that are Women-Owned, HUBZone, Veteran-owned, Service-disabled Veteran-owned, or 8(a) firms capable of performing Construction with Design capabilities for a Horizontal Communication Infrastructure (Fiber Optics). The Center is looking for firms with both construction and design capabilities with relevant experience as defined below. Critical expertise shall include fiber optic network construction and design engineering. Specialized services, such as environmental sampling, design and remediation (i.e., soils, lead, asbestos) may periodically be required. This project shall provide a new Fiber Optic Infrastructure backbone to allow for the replacement and consolidation of the main underground communication systems - construction completion of new fiber optic cables (approximately 5 miles) routed primarily through existing Telephone Manhole (TMH) duct banks.Removal of existing abandoned Link cables from the duct bank system shall be necessary to provide space for the new fiber optic backbone. Interested construction firms with design capabilities are invited to submit a CAPABILITY STATEMENT ADDRESSING THE FOLLOWING: (1) Design and engineering validation of large fiber optic networks; (2) New construction or renovation of large fiber optic networks servicing multiple buildings; (3) Operational or maintenance experience with large fiber optic networks; (4) Sites with continued operational activities during design and construction; demonstrating limited impact to continuing site operations. The Standard Industrial Code (SIC) for this procurement is 238990 and $14.0 million respectively.NO SOLICITATION EXISTS; THEREFORE, DO NOT REQUEST A COPY OF THE SOLICITATION. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. In order to ascertain the method of procurement for the construction services outlined above, qualified Small Businesses, Small Disadvantaged, HUBZone, Women-Owned Small Business, Veteran-owned, Service-disabled Veteran-owned, or 8(a) firms are invited to submit a CAPABILITY STATEMENT to the NASA Glenn Research Center. Information to be provided SHALL include the four (04) items listed above and also the name and address of firm, size of business; average annual revenue for the past 3 years and number of employees; ownership, whether they are Small, Small Disadvantaged, 8(a), HUBZone, Woman-Owned, Veteran-owned, Service-disabled Veteran-owned, or 8(a) firms; number of years in business; affiliate information; parent company; joint venture partners; potential teaming partners; prime contractor (if you are interested as a potential subcontractor); list of customers covering the past 3 years(highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and points of contact- addresses and phone numbers). CAPABILITY STATEMENTS SHALL BE NO LONGER THAN 5 PAGES IN LENGHTH AND ADDRESS ALL THE REQIREMENTS LISTED ABOVE.
