Description
PRE-SOLICITATION NOTICE -695-12-117, Bldg.-112 REPLACE GENERATOR (CONSTRUCTION), at the Clement J. Zablocki VA Medical Center, Milwaukee, Wisconsin. Contractor shall provide all labor, tools, materials, equipment and supervision necessary to complete the following: ELECTRICAL: Provide all labor, materials, tools, and equipment necessary for the replacement of the Building 112 outdoor medium voltage fusible switch, outdoor liquid filled pad mounted transformer, emergency standby generator, transfer switch, main motor control center and secondary west motor control center, standby generator, closed transition transfer switch, main distribution panels, step down transformers and branch panel boards as required to re-feed all existing electrical equipment, lighting and systems. Work includes demolition of existing outdoor medium voltage fusible switch, outdoor liquid filled pad mounted transformer, generator and all of its components, transfer switch, main motor control center and secondary west motor control center, removal of obsolete utilities, doors, equipment, power panels, all card readers, relocation of fire alarm, and communications systems, lighting, ventilation/air conditioning, and flooring/wall modifications New work includes installation of new outdoor medium voltage fusible switch, outdoor liquid filled pad mounted transformer, standby generator, closed transition transfer switch, main distribution panels, step down transformers and branch panel boards, new combination starters to feed existing loads that require manual operation, power metering, monitoring of generator and transfer switch position, interior building renovations to create a new generator room and emergency power electrical room to house new equipment, lighting and fire alarm detection, short circuit overcurrent protection coordination study of new distribution system, digital video recorder, two cameras, card readers, temporary generator for the duration of the project and all required fuel for normal power shutdowns and testing, and equipment such as temporary cable runs, panels, and architectural supports. Work includes environmental permitting (EPA/WDNR air permit modification). Work shall be completed following a phasing plan for the installation and de-installation of the MCC's and other equipment. The building shall remain in service during construction. Power outages and interruptions in building systems shall be held to a minimum and shall be done at a time convenient to the VA. The time of all outages shall be scheduled with the VA and all other trades affected by the outage at least ten working days in advance. All demolition work shall be scheduled at periods and times acceptable to the VA. MECHANICAL: Remove existing water source heat pump, and accessories. Relocate steam unit heater and modify steam supply and condensate piping as necessary to accommodate all new electrical equipment Provide new controls and piping specialties as specified. Remove existing generator breaching including all hangers and supports and seal existing roof penetration weather tight. Remove existing exhaust fan curb and all accessories. Remove existing generator cooling system including cooling tower, expansion tank and all associated piping and accessories. Seal all existing roof penetrations weather tight. Rework existing piping and provide all materials as required to fire stop these penetrations at new rated wall locations. Provide all labor, materials, tools, and equipment necessary for the installation of new DX Ductless Split Heat Pump, cooling circulation fan for the new Electrical Room, and intake louvers with N/O spring return motorized dampers and new breaching for the New Generator. Provide all accessories as required for all systems installed to provide a complete operating system. New and relocated HVAC equipment shall be provided with standalone controls as specified. Contractor shall also be responsible for the monitoring and control of electrical provided equipment through the campus wide Energy Management System, Johnson Controls Metasys Control System. Contractor shall sublet all such work through Johnson Controls. All work shall be coordinated with all trades prior to starting work. SITE: Interior Walls: Shall be constructed of 8" CMU Full height construction UL design No. U904 one hr rated. Equipment Pads: Interior and exterior for New and temporary generators. At this time (pre-solicitation), the VA anticipates that for this project all work will need to be accomplished within 430 calendar days after receipt of the Notice to Proceed at the VA Medical Center, Milwaukee, Wisconsin in accordance with the contract documents and specifications. All detailed requirements for the contract work areas will be shown on the drawings and specifications to be provided at the official posting of the solicitation. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is 100% Set-Aside for Service Disabled Veteran Owned Small Business firms. The SDVOSB must be CVE certified at website: http://www.vip.vetbiz.gov and registered in the following websites: http://ccr.gov and http://orca.bpn.gov to bid on this project. The solicitation will be issued on/about June 28, 2012 with the bid opening on/about July 27, 2012. Dissemination of this solicitation is limited to electronic medium. All interested Bidders (primes & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. Amendments to the solicitation will be posted at www.fedbizopps.gov. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. All requests for information are required to be in writing to the Contracting Officer at dean.regazzi@va.gov. No telephone inquiries will be accepted. Award is subject to the availability of funds. There will be a pre-bid conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-bid conference will be included in the solicitation package. The project magnitude range is between $500,000 and $1,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238210 (Electrical Contractors & Other Wiring Installation); small business size standard of $14.0 million applies. The contractor for this project will be required to provide a minimum of 25% of his/her own work force to complete this project. Davis Bacon Act wages will be required to be paid on this project.
