- The Broadcasting Board of Governors, International Broadcasting Bureau, (BBG/IBB) intends to award a non-competitive contract to RRSAT Global Communications, in accordance with 41 USC 253 (c) (1), other than full and open competition pursuant to FAR 6.302-2, 'When the agency's need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for'. Nielsen Audience Measurement Indonesia. (NAM Indonesia.) The deliverables required to meet IBB's needs are the full TV viewing database published by Nielsen Audience Measurement Indonesia for the months of May -July (3 months, inclusive), 2012, and the proprietary Arianna software required to use these database, with four license for use of this software. Database and software to be provided in electronic form. NAM Indonesia is indeed the only firm that does, or can, collect the data in question. Purchasing 'minute-by-minute' TV ratings generated by NAM's People Meter system. This is a unique product and is required because the nature of the VOA Indonesian service's placements (short 2-3 minute segments on local channels) makes this type of the data the only way to get a fully accurate measure of their reach. In all countries, there is only a single company that provides meter-based TV ratings. It is because the investment required to set up and maintain these systems (installing and maintaining equipment in thousands of households) is so large that it is not viable to have more than one player in the market. In the case of Indonesia that provider is NAM. (In the U.S. it's Nielsen.) A Firm-Fixed Price contract will be awarded. Interested firms or persons may identify their interest and capability to perform the above services by submitting their capabilities statements to the Contracting Officer listed for this procurement. All such capability statements for consideration must be received by the Government by 3:00 PM Eastern Daylight Time (EDT) on July 6, 2012. A determination by the Government not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms responding to this notice must be sufficient in detail to afford evaluation without added submission as the information submitted will be considered solely for the purpose of determining whether to conduct a competitive procurement.
