Description
VA Medical Center, 325 New Castle Rd, Butler, PA is seeking the services of a qualified Architect-Engineer to provide design services for Project 529-12-110, Demolish Building #3 and #11. Design includes but is not limited to Site Investigation - Architectural, structural, mechanical, plumbing, civil and electrical; Soil borings, soil sampling and reports; Asbestos abatement monitoring and sampling; Meet with the Integrated Project Team (PT) at the designated percent design completions-After review by VA develop working drawings and specifications;Complete Cultural Resource and historical preservation review including all reviews, documentation, doordinaion of public meetings, and applications; Working Drawings and Specifications; Cost Estimates, and Construction Period Services. Based on the preliminary plan, field survey, meetings, develop a schedule, specifications and working drawings for demolition and construction modifications as required to complete task items below. This work includes electrical, mechanical, architectural, asbestos abatement and site modifications(if required). SPECIFIC TASK: Item 1. Prepare (separate) Construction Documents to segregate and isolate all utilities serving Building(s) 3 & 11. Re-route necessary utilities as required to fully demolish the structures and foundations. Demolish approximately 27,000 gross square footage of Building 3 and approximately 7,000 gross square footage of Building 11 in its entirety, and adjacent parking lots to both building located at the Butler VAMC, Butler PA. Research all affected utilities associated with this demolition, redesigned as required to maintain functional utilities to all other buildings on the campus and remove all abandoned utilities. Affected utilities include but not limited to: domestic water, utility and storm water, gas, sewage, fire alarm, electric, data, telephone, TV cable, hot water, steam, asphalt paving. All utilities shall be traced and capped at main lines. No dead legs shall remain. For Building 3 - A/E to redesign/reconfigure for fire pump connections, including fire alarm panels, all piping systems, and associated electrical systems. Existing electrical generator and all components fed into Building 3 shall be reconfigured. Design to include a structure to house any/all electrical, mechanical, fire alarm systems, etc to maintain an emergency electrical generator and fire pump building. A/E to investigate if the existing emergency is proper size and if deemed it is not size correctly. Provide complete demolition, design and separate bid documents to achieve removal of Building(s) 3 & 11. Survey and field verify existing conditions. Prepare schedule and phasing plans to complete the work in a timely manner. Prepare Independent Cost estimates. Edit VA guideline specifications and supplement where required. Complete working drawings, (all disciplines). Notes, scheduling and Safety related details added to drawing per VA request. Lay down/storage area. Item 2. Investigate and design site restoration plan to best suit future utilization of the site. Provide a site reclamation design for building and parking areas to be removed to support the remaining campus. Item 3. Provide Professional Architect/Engineer and cultural/historical review services to include but not limited to: Site Investigation - Review of existing architectural elements, all existing structures, and above/below grade surface site conditions. Historic Review Investigation - Review of historical documents, records, artifacts and any other items that may reveal potential historical or cultural values. Consultation and coordination with federal, state and local regulatory agencies to comply with Section 106 of the National Environmental Policy Act (NEPA) and other cultural resource legal requirements. Coordinate public reviews of the proposed project's impact on historic places - including places not identified by VA Butler HealthCare. Maintain records of all parties contacted during the cultural resource review process. Provide a Cultural Resource Report for area shown on Attachment "A" (Location of VA Butler and Attachment "B" (Existing Site Plan of VA Butler HealthCare). Provide File Transfer Protocol (FTP) site for use throughout duration of project. Site must remain open until final report is submitted. This site is intended for use by the AE and VA for all submissions and exchange of information throughout the project. FTP site must be secure (password protected), user friendly for uploading and downloading of files, and organized for easy file retrieval by the VA COR, Contracting Officer (CO), and contractors. Site must be organized with folders indicating each level of submission and corresponding required files. Must also submit hard copies of the required submissions to the VA for review by the Project Design Team. Task Description - General : The Department of Veterans Affairs (VA) requires assistance in identifying cultural resources potentially affected by the Demolition of Building 3 and Bldg 11, and Utility Systems at VA Butler HealthCare. "Cultural resources" include historic properties as defined in the National Historic Preservation Act of 1966 (NHPA), archaeological resources as defined in the Archaeological Resources Protection Act (ARPA), Native American Cultural Items as defined pursuant to the Native American Graves Protection and Repatriation Act (NAGPRA), historical, archaeological and scientific data as defined pursuant to the Archaeological and Historic Preservation Act of 1974 (AHPA), historical documents, records, and artifacts, and any other cultural or historical values unique to the geographic area potentially affected by the Demolition of Building 1 and Utility Systems at VA Butler HealthCare information about such resources is needed in order to assist VA in measuring the significance of environmental impacts under Section 102(c) of the National Environmental Policy Act (NEPA; see 40 CFR 1508.27), Section 106 of the National Historic Preservation Act (NHPA; see 36 CFR 800) and related legal authorities. The Consultant will: Assist VA in establishing the scope of studies necessary to meet VA's obligations under the above-cited statutes and associated regulations and executive orders, including: "Consultation with State and Tribal Historic Preservation Officers (SHPO/THPO) and other interested parties, including but not limited to (specify if known); "Designing and assisting in public involvement activities; "Identification of an area or areas of potential effect within which studies will be carried out; "Conduct of initial background research into the history, prehistory, environment and socio-cultural character of such area or areas; and "Preparation of a work plan for the conduct of necessary studies. Upon approval of the work plan by VA after consultation with the SHPO/THPO and other interested parties (if any), implement the work plan. Upon completion of the work specified in the work plan, prepare a pre-final report which fully discusses the methods employed, work conducted, results, conclusions, and recommendations, together with a list of parties consulted and parties who the contractor believes should be given the opportunity to review and comment on the pre-final report, including contact information. Submit the pre-final report to VA in electronic form in Microsoft Word (97-2003 version) format. Upon receipt of comments on the pre-final report from VA and any other commenting parties, respond to all comments and prepare a final report. Submit the final report to VA in electronic form in Microsoft Word (97-2003 version) format. Site investigation : A/E will make site visits as necessary to survey existing conditions. Make site visits as required to determine existing as-built conditions affecting this project. Note: Information including drawings and other documentation provided to the A/E is used as reference only. All additional references and specifications are available in VHA's Technical Information Library at address http://www.cfm.va.gov/Historic/. AutoCAD background drawings will be provided by the VA upon request. A/E shall field verify every aspect that relates to the project. The A/E shall field verify all dimensions. Coordinate site visits with the COR as determined after award. The A/E shall arrange for and oversee the performance of topographic surveys, subsurface exploration and other such investigations as he/she determines are required for the project report submission. Item 4. Develop a 20% bid deduct alternate. Item 5. A/E shall provide two (2) bid packages; one (1) for each individual building within construction budget. *All designs shall be accomplished in accordance with VA guidelines and VA master specifications per which are available on the Internet at http://www.va.gov/facmgt/standard. *A/E shall review USAF, NSPA, BOCA, VA Handbook 7610 space criteria & all necessary code requirements. *A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications and drawings, and construction period services. *Any assumptions or allowances in A/E proposal must be itemized and reviewed with VA COTR. *A/E is responsible for incorporating the project drawing information into the VA master drawing files. *A/E to notify VA COTR & Contracting Officer immediately if cost estimates exceed budget, additional meeting shall be held as required at no expense to achieve design consensus within budget. *A/E shall send email or hardcopy all submission drawings and custom edited VA Master Specifications for third party VA fire protection review (Address and contact info will be provided by COTR) Fire protection reviews may impact schedule. Send the same day of submission to the COTR. Submit a copy of the mailing receipt with each drawing submission. Third party review team will invoice VA directly. *A/E shall be required to attend Project Design Team (PDT) Meetings. The PDT meeting will be considered the return of the review. Short List Criteria: Specialized in-house experience and technical competence of the firm (including a joint venture or association) with the type of services required. Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team. Professional capacity of the firm to perform work (including any specialized services) within the time limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously. Past record of performance on contracts with the Department of Veterans Affairs and/or Government contracts. Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. Evaluation Factors for interviews: Team Proposed for this Project - Background of the personnel, Project Manager, Other key personnel, Consultants. Proposed Management Plan - Team organization-Design Phase, Construction Phase and in-house capabilities. Previous Experience of proposed team-Demolition experience. Location and Facilities of Working Offices - Prime Firm, Consultants. Proposed Design Approach for this Project - Proposed Design Philosophy, Anticipated problems and potential solutions and sustainable design. Project Control - Techniques planned to control the schedule and costs, personnel responsible for schedule and cost control and QA process within organization. Estimating Effectiveness - Ten most recently bid projects. Miscellaneous Experience & Capabilities - CADD & other computer applications, Value Engineering & Life Cycle Cost Analyses. Insurance and Litigation - Type and amount of liability insurance carried, Litigation involvement over the last 5 years & its outcome, Record of significant claims against the firm because of improper or incomplete architectural and engineering services. The estimated magnitude of construction is between $500,000.00 and $1,000,000.00. The NAICS code is 541330. Small business size standard for this NAICS code is $4.5 million. This procurement is being set-aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). THIS IS NOT A REQUEST FOR PROPOSAL. A Firm Fixed Price contract is anticipated.
