Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13 and with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number is 1105135, and is being issued as a Request for Quotation. The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58, dated May 18, 2012. The associated North American Industry Classification System Code is 541711, Research and Development in Biotechnology, with a small business size standard of 500 employees. This acquisition is set aside for small businesses. Statement of Need Services are required to assess DNA methylation changes in four different cell types (2 lung, 1 endothelial and 1 heart) using microarrays. DNA methylation needs to be assessed by microarrays using Illumina Infinium chips. Samples will be analyzed so that comparison of the effect of tobacco smoke condensates on the methylation status of the cell's DNA can be made. DNA methylation changes will be used as biomarkers of exposure and harm to tobacco products. The Government requires pricing and ordering information for the following work: A total of 264 samples will be provided by the Government (half in August, 2012 and the other half in September, 2012). The Contractor shall: a. Provide extraction of cell samples and preparation of DNA followed by quantity and quality assessment b. Processing of the DNA and hybridization to Illumina Infinium chips to assess DNA methylation status according to the manufacturer's protocol/recommendations. c. Provide at least the following data summary reports in electronic format. 1. Display of chromosomal coordinated, 2. Percent GC Content 3. Location in a CpG Island 4. Methylation Beta values Period of performance for this service is one year after award of purchase order. An official authorized to bind the offeror must sign the terms and conditions of the offer. The provision at 52.212-1, Instructions to Offerors- Commercial Items, applies to this acquisition with the following addenda: The offeror agrees to hold the prices in its offer firm through September 30, 2012. The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition. The offeror shall complete only paragraph (b) of this provision if the offeror has completed the Annual Representations and Certifications electronically at http://orca. bpn.gov. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition with the following addenda: This solicitation incorporates one or more FAR or HHSAR Clauses and provisions by reference, with the same force and effect as if they were given in full text. As a part of the offer, the offeror must furnish evidence that it has the ability to meet the above technical requirements. Offerors who fail to complete the required representations and certifications, or reject the terms and conditions of this solicitation may be excluded from consideration. All responsible sources may submit an offer, which if timely received, shall be considered. The offer must reference solicitation 1105145. The RFQ is due in person, by postal mail, fax or email to the point of contact by 1:00 PM Central Daylight Time, June 27, 2012.
