- FBPTA Recommended Curriclum Jen 14, 2012 FBTA COR COMPETENCIES JUN 14, 2012 MEMORANDUM 13 June 2012 From: John Simpson To: Janise Nichols Subject: SYNOPSIS FOR FEDBIZOPPS POSTING In accordance with Public Law 111-308, The Federal Buildings Personnel Training Act, GSA identified the core competencies contained in the attachment for personnel performing building operations and maintenance, energy management, safety and design functions. The core competencies identified include competencies relating to building operations and maintenance, energy management, sustainability, water efficiency, safety (including electrical safety) and building performance measures. The core competencies will be updated annually per the law. In accordance with Public Law 111-308, The Federal Buildings Personnel Training Act, GSA recommends that the Federal government departments and agencies pursue the attached curriculum relating to facility management and the operation of high-performance buildings. Each document contains a brief history and details regarding the development of the core competencies and curriculum. A matrix is in development that will map the core competencies to the courses, certifications, degrees, licenses and registrations that demonstrate them. Per the law, the core competencies and curriculum was developed in consultation with representatives of relevant professional societies, industry associations, and apprenticeship training providers. We will work with the organizations that have provided their input into this matrix to ensure that we have captured all relevant data prior to inserting it into our web-tool reporting system. We recognize that some organizations will submit their training after reviewing the final core competencies, we will work with these organizations on an individual basis. The development or identification of comprehensive continuing education courses to ensure the operation of Federal buildings in accordance with industry best practices and standards follows the identification of the core competencies. We will continue to consult with representatives of relevant professional societies, industry associations, and apprenticeship training providers per the law. The method by which contractors will certify their demonstration of the core competencies will begin in September 2012.
