Description
NASA/LaRC plans to issue a Draft Request for Proposal (DRFP) for Reliance Consolidated Models (RECOM) design and/or fabrication of Aerospace Model Systems and Developmental Test Hardware. Previous release regarding the RECOM procurement was posted on March 1, 2012 under Sources Sought Notice SS-LCD-RECOMIII This effort supports spaceflight, aeronautics, flight and ground-based tests conducted at Langley Research Center and other NASA centers (including Ames Research Center, Glenn Research Center, and Marshall Space Flight Center). These research models and hardware may consist of both mechanical and electrical/electronic hardware elements. The Contractor shall provide all necessary personnel, equipment, materials, and facilities necessary to perform any or all of the following: conceptual design, feasibility design studies, preliminary and detailed engineering design, stress analysis, fabrication, development and advancement of emerging technologies, instrumentation and calibration, testing, inspection, assembly, installation and check-out, packaging and transportation of Aerospace Model Systems and Developmental Hardware. This acquisition is a follow-on procurement to RECOM Contract Numbers NNL08AA07B, NNL08AA09B, NNL08AA10B, and NNL10AA02B. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. The NAICS Code and Size Standard are 541712 and 1,500 employees, respectively. All responsible small business sources may submit an offer which shall be considered by the agency. The anticipated release date of the DRFP is on or about July 5, 2012. The purpose of the DRFP is to solicit industry comments and questions on the subject requirement prior to issuance of the final RFP. Questions/comments are strongly encouraged from potential offerors on all aspects of the DRFP, including requirements, schedules, proposal instructions, and evaluation approach.Questions/comments are due on or about July 19, 2012, date to be definitized in the DRFP. Industry input to the DRFP will be considered in formulating the final RFP. Potential offerors are requested to identify unnecessary or inefficient requirements. The DRFP will be issued pursuant to NASA FAR Supplement 1815.201. The Government is not requesting proposals in response to this DRFP, does not intend to award a contract on the basis of the DRFP, or to pay for any information received regarding this DRFP. A pre-solicitation conference will not be held. The anticipated release date of the final RFP is on or about July 26, 2012 with an anticipated offer closing date of on or about August 30, 2012.The firm date for receipt of proposals will be stated in the RFP. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All contractual technical questions must be submitted in writing (e-mail only). Telephone questions will not be accepted.
