- The purpose of this Amendment 0001 is to (a) make changes to Solicitation DG133W-12-RP-0085 and (b) respond to questions received concerning the solicitation. A.Solicitation DG133W12RP0085 is hereby amended as follows: 1.Section B. 4, Reconditioned Radiosondes, paragraph two (2) is amended to read as follows: For each reconditionable radiosonde returned by the Government to the Contractor under this contract, the Contractor shall furnish, under Item 0001 of this contract, a reconditioned 1680 MHz Global Positioning System Radiosonde. However, if the Contractor chooses to furnish new 1680 MHz Global Positioning System Radiosondes, the Government shall not furnish the Contractor previously used radiosondes (reconditionable) for refurbishing. 2.Section L.8, Instructions to Offerors, Paragraph 5. is hereby amended to read as follows: If the offeror is proposing to deliver reconditioned radiosondes (rather than new radiosondes), the offeror shall provide a Reconditioning Plan defining the reconditioning procedures to be used for reconditioning radiosondes in accordance with the Specification referenced as an attachment in Section J of this solicitation. The offeror shall include a flowchart depicting the reconditioning process and the associated quality assurance process. In addition, the Reconditioning Plan shall identify by document number (including revision number, title and date) test plans, test procedures and quality assurance procedures to be used for reconditioning. If any of these plans and procedures have not previously been submitted to the National Weather Service under predecessor contracts, such documents shall be submitted as part of the Reconditioning Plan. B.Following are the Government's responses to questions received concerning the solicitation. Question #1:The RFP is seeking reconditioned or new radiosondes available on the QPL with an ordering period of 1yr. from date of contract award estimated to be August 2012. Vaisala's RS92 NGP is one model on the QPL list but is not yet in wide use in the NWS' network. Section B.4 states that only Sippican MKIIA "found" radiosondes would be returned for reconditioning but that in the case of replacement with new radiosondes, then either the Sippican or Vaisala radiosondes could be supplied. Please confirm that Vaisla can offer new RS92 NGP radiosondes for this requirement. Response: The answer is yes. See Paragraph A.1 above, which amends Section B.4 of the RFP. Question #2:Section L.8 of the solicitation sets forth submittal requirements for the Reconditioning Plan. In addition to the flowchart specified, is the intent that the actual manufacturing procedures, test plans, test procedures and quality assurance procedures be submitted? Or is the submission requirement to submit a flowchart that shows where each of the procedures, etc. are used during the reconditioning process? Response: The intention is to provide the National Weather Service (NWS) insight into the radiosonde reconditioning process. Regarding the second part of the question, the answer is yes. See Paragraph A.2 above, which amends Section L.8.
