Description
The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to contract by means other than full and open competition pursuant to Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. DOE intends to award a sole source contract to Energy Solutions, LLC, (ES) located at 6100 Chevy Chase Drive, Laurel, MD, 20707, for the development and testing of high-level waste (HLW) glass compositions anticipated to be produced in DOE's Hanford Site Waste Treatment and Immobilization Plant (WTP). DOE has determined that its HLW glass compositions development and testing requirements can only be satisfied by unique services that are only available from ES in partnership with the Catholic University of America (CUA) Vitreous State Laboratory (VSL) in Washington, D.C. ES/CUA is the only source with the required DM100 melter test facility and related technical expertise to satisfy DOE's continuing HLW glass compositions development and testing requirements without unacceptable delays and significant additional costs to the WTP that will result from any efforts to foster competition. Due to the unique nature of this requirement, DOE ORP does not know of, and has not solicited other sources. This notice is not a solicitation for proposals, and none will be accepted. The estimated cost of this procurement is $2M.
