- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) located in Seattle, WA on a sole source basis with Oregon Salmon Commission. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract will accomplish the following tasks: 1.) Contract with up to 120 boats to conduct fishery sampling under the direction of Project Collaborative Research on Oregon Ocean Salmon (CROOS) and NMFS scientists, 2.) Provide fleet management, logistical support and coordination of sampling activities, 3.) Provide oceanographic data loggers and sampling equipment necessary to execute the study design and 4.) Provide chemicals and laboratory supplies to conduct genetic analysis on 2640 samples. The Oregon Salmon Commission has unique knowledge of the Oregon commercial fishery and unique access to participating boats. The Oregon Salmon Commission (OSC) is an industry-funded agency that operates under the umbrella of the Oregon Department of Agriculture's Commodity Commission Program. The primary function of OSC is to promote the industry and represent its members in marketing, management, education, and research. Since 2005 the Commission has been a central participant in Project CROOS (Collaborative Research on Oregon Ocean Salmon), an industry-academic-government initiative to advance the science of fishery management through application of genetic stock identification, information technologies, communication channels and the internet. The OSC plays a major role in Project CROOS as the mechanism through which the fishing fleet participates in Project CROOS activities. Project CROOS depends, fundamentally, on fishermen collecting data at sea during the regular course of commercial fishing and, at times, engaged in experimental sampling activities outside of the commercial fishing routine. The OSC provides communication with the fleet, manages contracts with up to 160 individual boats, tracks activities, issues paychecks, and is the owner of data that are collected (unless those data are collected under another authority, such as a NMFS Scientific Collecting Permit, for example). The Salmon Commission is dedicated to making Project CROOS data available for use in a wide variety of forums while protecting the legal rights and privileges of fishermen under the Magnusen-Stevens Sustainable Fisheries Act. The OSC maintains a network of "fleet liaisons" under the direction of a fleet manager. Liaisons are located in each port on the Oregon Coast, and are the primary contact for fishermen in each port. The fleet manager coordinates the activities of the liaisons. It is through this infrastructure of contracts and fleet management that Project CROOS coordinates sampling activities. The work requested requires the Contractor to interface with a distributed fleet of independent fishermen. These fishermen interact, on a regular basis, with the State of Oregon, the fish buyers and processing plants, and their marketing organization; the Oregon Salmon Commission. The North American Industry Classification System Code (NAICS) of this procurement is 541990 with a small business size standard of $14.0M. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately Aug 1, 2012 through Sept 1, 2013. It is the Government's belief that only the Oregon Salmon Commission can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
