Description

The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, FL intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to the L-3 Interstate Electronics Corporation (IEC) of 602 E Vermont Ave, Anaheim CA, 92805-5607 for fabrication and delivery of four (4) each Video Switches P/N 622-000149-001 for use in the Landing Craft Air Cushion (LCAC) Control and Alarm Monitoring System (CAMS). This purchase is unsuitable for full and open competition for the following reasons: L-3 IEC is the original designer and original equipment manufacturer of the switches specifically for use in the LCAC, and are not commercially available. No other source for the CAMS video switches currently exists. As such L-3 Interstate Electronics Corporation is the only vendor of this specific item that meets form, fit, and function requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely with the discretion of the Government. The basis for award is fair and reasonable price. Period of performance is 16 weeks from contract award. Award will be on or about 29 June 2012.
