Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation, FA2517-12-T-6044, is being issued as a Request for Quotation (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-59. (iv) This procurement is being solicited as a 100% Small Business Set-Aside. The NAICS code is 711190 and the size standard is $7 Million. A single award will be made as a result of an evaluation of the quotes received. (v) Contract Line Items (CLINS): TDY Assignments (30 Jun, 1 Jul, 2 Jul 2012) With rehearsal on 28 Jun 2012 Multiple locations (refer to PWS) CLIN #### Description Quantity CLIN 0001 Audio engineer/producer, sound reinforcement, lighting, riser, and transportation services and supplies. FFP 28 Jun, 30 Jun, 1 Jul, 2 Jul 2012 (different locations), USAFA/CC performances IAW Performance Work Statement. FOB Destination PR: F3LTDX2128A001 1 Each 4th of July show (4 Jul 2012) Located at USAF Academy CLIN 0002 Audio engineer/producer, sound reinforcement, lighting, riser, and transportation services and supplies. FFP 4 July 2012 USAFA/CC performances IAW Performance Work Statement. FOB Destination PR: F3LTDX2128A001 1 Each Attached Performance Work Statement (PWS) will have details on the necessary supplies/services that will fulfill each CLIN requirement. (vi) Description of requirement: Audio, visual lighting, transportation, and labor to fulfill the needs of the USAFA Band staff for the following shows: TDY 1 30 Jun 2012 at Dillon, CO, Dillon Amphitheater TDY 2 1 Jul 2012 at Salida, CO, Riverside Park TDY 3 2 Jul 2012 at Winter Park, CO, Hideaway Park Stage 4th of July 4 Jul 2012 at USAF Academy, Falcon Stadium With a rehearsal on 28 Jun 2012. Refer to PWS for further details on the supplies and services that shall fulfill the requirement. (vii) Period of Performance: CLINS 0001: Dillon, CO; Salida, CO; Winter Park, CO (28 Jun, 30 Jun, 1 Jul, 2 Jul) CLINS 0002: USAF Academy, Colorado Springs, CO (4 July) FOB Destination Specific times for each event will be coordinated with the USAFA Band staff. (viii) FAR 52.212-1, Instructions to Offerors-Commercial Items (Feb 2012). All firms must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. DUNS, Cage Code, tax ID, terms and conditions shall be submitted with quote. All firms must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. The Government is not providing contract financing for this requirement. Quote must be valid for 60 days. (ix) FAR 52.212-2, Evaluation-Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a), award will be based on low price meeting the technical specifications. Contractor shall submit technical specifications of products for Government evaluation. Multiple offers will not be evaluated. Technically acceptable is determined based on the following: (x) The provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items (Apr 2012), is applicable to this acquisition. All vendors shall be registered in Online Representations and certifications (ORCA) (https://orca.bpn.gov) at the time of Quote submittal. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Feb 2012), applies to the acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (May 2012) (DEVIATION), applies to this acquisition. (xiii) The Government will not be providing and contract financing arrangements. Additional warranty requirements inconsistent with customary commercial practices are not necessary for this acquisition.
