- SYNOPSIS: This is a Sources Sought Synopsis for the purpose of conducting market research and obtaining industry information only. The Navy will use information obtained through this synopsis to develop an acquisition strategy. No proposals are being requested nor accepted at this time. No reimbursement will be made for any costs associated with providing information in response to this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NAVSUP Fleet Logistics Center Puget Sound is conducting market research to identify potential small business sources with the capacity and technical capability necessary to successfully perform the requirements described herein. Detailed information is provided in the PWS ”Sources Sought Example. This document outlines the general scope of the work, contractor tasks, objectives, government and contractor furnished property, estimated work hours, travel requirements and other necessary information relevant for determining a firm ™s capability. The PWS is posted with this announcement. OBJECT: The subject requirement is to secure the services of a Roman Catholic priest to provide faith-specific religious ministry to authorized RC personnel, leadership and oversight to the RC portion of the CRP, and advice to the Command Chaplain at U.S. Navy Support Facility (NSF) Diego Garcia (DGAR). PERIOD OF PERFORMANCE: 1 August 2012 “ 30 July 2013 4 Option Years PLACE OF PERFORMANCE: This position is located at U.S. Navy Support Facility Diego Garcia at the Chaplains office spaces, chapel, and other places as determined by the Command Chaplain and/or Commanding Officer. The contractor will be required to reside on the island for the entire performance of this contract GOVERNMENT PROVIDED: Government furnished transportation to Diego Garcia upon commencement of contract. Government furnished transportation to home-of-record upon completion of the contract including all exercised options. A 30-day leave will be granted to the contractor on a yearly basis. This one-time 30-day leave is to commence no earlier than three months from when the contractor arrives on island and no later than three months prior to completion of contract year. Transportation to home-of-record and back to DGAR will be funded by the Government. If contractor chooses to go to a different location than home-of-record he will be responsible for any cost difference associated with such a request. Travel and per diem funding for the annual Archdiocese for the Military Service, USA (AMS) convocation is to be budgeted for and paid by the command. Contractor may utilize the onsite Health and Dental Clinic and pharmacy on a space available basis. Living quarters will be provided to the contractor in accordance with Diego Garcia Local Coordinator Instruction 5009.5 dated 4 January 2011, Management and Administration of Unaccompanied Personnel Housing (UPH) at U.S. Navy Support Facility Diego Garcia. Living quarters with a minimum of a bed, bathroom, cable television, kitchen with refrigerator, microwave, coffee pot, iron, ironing board, alarm clock, local DSN telephone, and a kitchen will be provided to the contractor at no-cost. CONTRACTOR RESPONSIBILITIES: If the contractor chooses to attend a yearly spiritual retreat the cost associated with attending such a retreat will be on the contractor and is to be taken in conjunction with the annual one-time 30 day leave period. Contractor must have self provided, current health care benefits during the duration of their employment on board U.S. Navy Support Facility, Diego Garcia. Contractor must purchase own meals. There is ship ™s store on island with groceries available. There are numerous restaurants on island and a galley mess facility. Meals may be purchased at the galley to include three square meals totaling $11.55 for all three meals. NOTE: Only minor medical services are available at the onsite Health and Dental Clinics. Personnel with major/chronic medical conditions need to consider this. RESPONSES: The Government will use responses to this Sources Sought Notice to make appropriate acquisition decisions. Any resultant contract is anticipated to be a Firm-Fixed Price type of contract with place of performance at U.S. Navy Support Facility Diego Garcia. The Performance Work Statement (PWS) requirements fall under the North American Industry Classification System (NAICS) code 813110. Interested firms must demonstrate in their capability statement that they are qualified to perform the complete PWS under this NAICS code. Small Business Concerns responding to this Sources Sought Notice are requested to provide appropriate documentation to include a detailed capability statement and/or relevant past performance history documenting the contractor ™s ability to perform similar PWS requirements. Responses should be emailed to cari.burnham@navy.mil with the words "Sources Sought Response" in the subject line. Please indicate your firm ™s name, phone number, email address, DUNS number, CAGE code, Small Business status, and a Point of Contact. Interested parties must be registered in Central Contractor Registration (www.ccr.gov) as prescribed in FAR Clause 52.204-7 for responses to be valid. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements in response to the Source Sought Notice. The deadline for submitting questions/comments directly related to this announcement is 22 June 2012 by 4:00 p.m. PST. The deadline for submitting capability statements in response to the Sources Sought Notice is 29 June 2012 by 4:00 p.m. PST.
