- Description
- The shoot house layout shall include a minimum net space of 1,748 square foot (46' x 38'). The system shall be deployable (non-permanent) and reconfigurable, shall not require specialty tools or equipment for installation or repair (like a welding trailer or crane), and shall withstand extreme live firing and harsh environmental conditions. The shoot house shall have a mixture of 16 corner-fed and center-fed interior doors and shall have seven (7) rooms and one (1) "X" intersection hallway. All walls shall be a minimum of 8' high and fabricated with minimum of 3/8 inch steel plate with a 500 Brinell hardness. Wall and door panels shall have a 2 inch thick rubber panel, adhered in accordance with manufacturer specifications. All panels shall be free of cracks, tears, holes, defects, and shall reduce ricochet, splatter, and airborne lead. Shoot house systems with wood components in the design, other than the 18 non-siding interior doors, shall be considered technically unacceptable for this requirement. The exterior and interior ballistic walls shall be designed to stop and contain rounds (to prevent splatter and shoot-through) and minimize ricochets. Bullet absorbing walls shall be replaceable and repairable. Separate bullet traps shall be used behind targets to reduce the number of rounds impacting the walls. The shoot house shall have three (3) external, sliding ballistic entrances/exits constructed of 3/8" AR500 and the inner facing side shall be covered with ballistic rubber and installed on sliding trolley systems including all associated structural components. Exterior doors shall be 78" tall by 36" wide. The shoot house shall have nine (9), interior sliding ballistic doors/corridor sections constructed of 3/8" AR500 and covered with ballistic rubber and installed on sliding trolley systems including associated structural components. Two inch (2") ballistic rubber is adhered on both sides of all interior walls, doors, and sliding interior doors within the structure. The shoot house shall have (18) non-sliding interior door frames that shall be constructed with wood and rubber panels and shall be hung with metal door hinges that shall be countersunk into the wood frame to prevent a ricochet hazard. Interior doors shall accommodate standard lock and hardware with quick service resets (slide-in lock, handle, and bolt sections). Interior doors shall be 78" tall by 30" wide. See floor plan drawing for door locations. The shoot house shall have two (2) exterior breech holes (windows) along with sliding ballistic opening coverings constructed of 3/8" AR500 and the inner facing side shall be covered with ballistic rubber. These exterior breech holes coverings shall be installed on sliding trolley systems including all associated structural components. One (1) exterior window shall be 24" by 36" and the other shall be 34" x 62". The successful Offeror can decide which size window is installed at the designated locations as indicated on the drawing. See floor plan drawing for window locations. The elevated observation control platform (EOCP) enhances the ability to observe and control Live Fire Shoot House (LFSH) operations. EOCPs shall be constructed to: (a) Maximize instructors' observation and control of the entry team fire and movement; (b) Facilitate communication between instructors on the EOCP and the floor; (c) Position the lowest point of the horizontal walking surface higher than the 15 vertical error for any target engaged; (d) Provide ready access; (e) Integrate instructors' movement with team flow; (f) Maximize instructors' ability to see shooters clearly at all times; (g) Have supporting structures placed so that they pose no additional hazards such as tripping, ricochet, splatter, etc. A component of the catwalk railings is the "Ballistic Plexiglas Protection" sidewall protection with a minimum height of 36" tall and 1/2" thick. The "Ballistic Plexiglas Protection" need not be rated to even level 1 ballistic. The Offeror shall determine a suitable method to install the "Ballistic Plexiglas Protection" as it is only one component of the catwalk (elevated observation control platform). This prevention measure is primarily to mitigate the effects of a ricochet or wood/metal fragments caused by explosive breach to the doors. Additionally, the "Ballistic Plexiglas Protection" is a means to prevent observer/controllers from being injured by errant training personnel suppression devices (flash-bangs). Offers shall provide past performance information including points of contact and phone numbers. Ballistic testing, (either conducted by the United States Army, the United States Special Operations Command, or an independent third party), shall be provided with proposals on shoot house systems being offered.
