- Introduction: This is a Pre-solicitation Notice for a Full and Open Competition under North American Industry Classification System (NAICS) code 541690 "Other Scientific and Technical Consulting Services". The Centers for Disease Control and Prevention (CDC), National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention, Division of HIV/AIDS Prevention is contemplating a multiple award, Indefinite Delivery Indefinite Quantity Contract (IDIQ) for one Base Year and four 12 - Month option periods for this project. Task Orders will be awarded from the IDIQ contract on a cost-plus-fixed-fee or firm-fixed-price basis. When released, the solicitation number will be 2012-N-14363. The solicitation Request for Proposal (RFP) will be made available on the Internet at http://www.fbo.gov on or about June 27, 2012. Request for Proposals will not be provided to interested parties in hard copy form. Telephone requests will not be honored. Interested parties are responsible for checking the website regularly for the release of the RFP and for other procurement-related documents. The information provided in this pre-solicitation is for information purposes only. If there are any differences in the information provided here and the actual solicitation, the information provided in the actual solicitation shall govern. Purpose & Objectives: The purpose of this IDIQ contract is to provide the CDC an ‘as needed' mechanism with rapid turnaround to obtain required services related to high impact public health activities in priority areas related to cost-effectiveness to help guide the most efficient use of HIV prevention funds. These services could include, but are not limited to, collecting needed information, summarizing and analyzing existing information, and developing both technical documents and publishable manuscripts to add to the generalizable current state of knowledge regarding cost-effectiveness and use of HIV prevention resources. Some general objectives of this effort will include, but are not limited to: - Conducting cost-effectiveness analyses focused on newly emerging single interventions - Conducting comparative cost-effectiveness analyses of the impact of multiple interventions as delivered to specific populations - Examining resource allocation models to identify and understand the underlying commonalities, assumptions, and model structures among cost-effective resource models and to identify complex approaches for optimizing the impact of HIV care and prevention at the national and local levels - Conducting high level analyses that look at potential policy changes and their cost benefit at the national level - Conducting literature searches, collection of costing data in the field, and review of existing costing data at CDC and elsewhere - Providing technical assistance and capacity building mechanisms to CDC in order to improve state and local health departments' utilization of appropriate models and optimize their HIV prevention portfolios
