Description
NASA/GRC has a requirement for a Tip Clearance Calibration Rig System. To ensure safe operation, the Turbomachinery Test Facilities at NASA Glenn require that the clearance between the tip of each fan, compressor, or turbine blade being tested and its surrounding casing be measured and displayed on a continuous basis during testing. In order to ensure that the clearance being measured is accurate, each tip clearance measurement system must be calibrated prior to the start of testing. The most desirable method is to have a separate tip clearance system calibration rig where a dummy disk with blade profiles matching those of the test hardware is used to calibrate each tip clearance measurement system prior to the start of testing. The required Tip Clearance Calibration Rig shall be portable, self-contained and include a variable speed electric drive motor, spindle and any necessary cooling and lubrication subsystems. NASA/GRC intends to purchase this item from Setco Sales Company for their off-the-shelf system meets all requirements and will eliminate development time and allow this time critical hardware to be available to support the Turbomachinery Test Facilities. Although other component manufacturers were able to provide component specifications, none had integrated the component into a system that could be used for our testing purposes. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 19, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
