Description
Please review teh revised Requirements Document DESCRIPTION: COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. The solicitation document is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-58, 18 May 2012 and Defense Federal Acquisition Regulation Supplement DPN 20120522 dated 22 May 2012. This solicitation incorporates the following clauses by reference: Federal Acquisition Regulation (FAR) 52.204-7, 52.212-1, 52.212-4, 52.212-5 and Department of Defense FAR Supplement (DFARS) 252.204-7004 - Alternate A, 252.211-7003, 252.212-7001 and 252.227-7013. This acquisition is for Optical Engineering Software. Please see the attached Requirements Document for all specifications. The Air Force requires that respondents propose open market pricing only. Please note the following: The associated NAICS code is 511210, small business size standard is: $25M. This is not a small business set aside. DPAS rating is DO-A7 Anticipated Award Date is: 19 JUNE 2012 FOB point: Destination Delivery is Not Later Than 30 days After Receipt of Order (ARO) All information regarding this acquisition will be posted on the World Wide Web at http://www.fbo.gov All deliverables will be shipped to the following destination: Jonathan Goldstein AFRL/RXPS 3005 Hobson Way, Bldg 651, Rm 253 WPAFB, OH 45433-7707 (937) 255-9785 All items must be priced in order to be considered a complete, responsive quote. All computer equipment must be TAA compliant. The government will select the lowest priced technically acceptable quote. Contractor must be registeren in the Central Contractor Registration (CCR) prior to award. Quotes are due no later than 3:00 PM (EST) 15 JUNE 2012 to the buyer lised below. (a) Ms. Janet Miller has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the Ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The Ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an Ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an Ombudsman does not alter or postpone the timelines for any other processes (e.g. agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The Ombudsman has no authority to render a decision that binds the agency (e) Do not contact the Ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.
