- This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified small business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned business concerns that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. The Department of Health and Human Services, National Institutes of Health at the National Cancer Institute (NCI), Office of Acquisitions is seeking interested small businesses to provide passenger transport and special event shuttle services from the planned NCI facility located at 9807 Medical Center Drive, Gaithersburg, MD to the main NIH Campus in Bethesda, Maryland with various stops between the two locations, and on campus. Also planned to be required (once appropriate approval is obtained) are passenger transport shuttle services to and from the Shady Grove Metro and the new NCI facility. The contractor shall supply all vehicles, dispatching, management, supervision, personnel including drivers, uniforms, communication systems, permits, licenses, materials, reports, supplies, insurance or any other item so as to ensure the performance of all services described in this contract. The Contractor shall have and maintain all required permits and registrations to operate shuttle vehicles within the State of Maryland. These permits include the following: Department of Transportation (DOT) Common, Public Service Commission (PSC) and Washington Metropolitan Area Transit Authority (WMATA). Current valid copies of these permits will be required at the time of Final Proposal Submission. If a solicitation is issued a Cost-Plus-Award-Fee, Performance based contract is anticipated, based on the response to the sources sought notice. It is planned that the services required will span a period of five years to consist of a base requirement and option period (s). Those organizations interested in providing these services should submit their capability statements and include their e-mail, phone and fax numbers to Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd, MSC 7193, Bethesda, MD 20892-7193. Capability Statements may not exceed 25 pages, and must be received by June 27, 2012. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the specifications described herein.
