Description
The Defense Commissary Agency, Contracting Directorate, Construction-Design Branch (HQ DeCA/LEAAF), anticipates awarding a firm-fixed-price construction contract to construct a new approximately 51,000 square foot Joint Commissary and approximately 98,000 square foot Navy Exchange at NAS Annapolis, Maryland. The new Joint Commissary and Navy Exchange project will include retail sales, nonperishable and refrigerated food storage, administrative areas, site work and all associated facilities, as well as demolition of some existing utilities and structures. The project shall be certified under LEED Silver requirements. The completed Commissary facility will have a sales area, bakery/deli, administrative area, produce department, meat department, dairy department, frozen food area, operational support areas, and staging/receiving areas. The completed Navy Exchange will include a barber shop, beauty shop, optical shop, jewelry store, main retail sales area, food court, administrative areas, operational support areas, stock room, etc. Accessibility for the handicapped will be provided. The magnitude of construction is between $25,000,000 and $100,000,000. This is a competitive acquisition for a New Joint Commissary and Navy Exchange construction project utilizing the Lowest Price Technically Acceptable (LPTA) Source Selection Process conducted in accordance with the Federal Acquisition Regulation (FAR Part 15.101-2). Award will be made to the lowest price technically acceptable responsible offeror. Award will be made on an all or none basis. This acquisition will be conducted in full and open competition. For the purpose of this acquisition, the predominant NAICS Code is 236220. The Business Size standard is $33,500,000. The pricing schedule for this solicitation will consist of nine (9) Contract Line Item Numbers (CLINs). These include Commissary Building Construction, Site Work - Commissary, Commissary Equipment, Commissary Décor, Leed Certification - Commissary, funded by DeCA, and Navy Exchange Building Construction, Site Work - Navy Exchange, Leed Certification - Navy Exchange, Navy Exchange Garden Center - Option Item, funded by NEXCOM. One firm-fixed-price contract will be awarded to the responsible offeror who provides the lowest price technically acceptable proposal. This contract will be awarded and administered by DeCA. Funding and payment information will be provided by DeCA at the time of award. The performance period for this project will be 20 months after issuance of the Notice to Proceed. Important Notes: It is anticipated that the Request for Proposal (RFP) will be issued on or about 29 June 2012.
