An amendment on the LACC Phase 3 Project will be posted tomorrow, June 13, 2012, to provide answers to questions from ProjNet. This will be Amendment 3. This Acquisition shall be competed as UNRESTRICTED. This synopsis is for the purpose of a pre-solicitation notification only. An unrestricted solicitation shall be issued for a Design-Bid-Build Construction Project. The construction acquisition will be procured through a design-bid-build (D-B-B), one step, request for proposal (RFP) process with competition as full and open. The Fort Worth District, U.S. Army Corps of Engineers intends to award a Firm Fixed Price (FFP) Construction Contract for design-bid-build construction services for the Lackland Ambulatory Care Center Phase 3 (Three) Project, Lackland Air Force Base, San Antonio, Texas. This project includes the construction of an approximately 301,252 square foot facility for the third phase of a multi-story Ambulatory Care Center on special foundations. This project requires the construction of a state-of-the art full service medical treatment facility consisting of Primary Care Clinic, Diagnostics, Surgical, Therapeutic Services Treatment Center, Specialty Care Centers, Command and Administrative functions, associated ancillary support spaces, associated site work and utilities infrastructure. The construction entails departments such as: Pediatrics, Family Health, Urgent Care, Vaccine Health Research Lab, Chiropractic Clinic, Mental Health, Radiology, Medical Multimedia Dept, Logistics and Facility Management. The mechanical/electrical plant will be expanded in by addition of support equipment. This third phase will entail the construction of building number 4 to include the build out of buildings number 1, 2, 3, and 4. Buildings number 1, 2, and 3 are currently under construction under Phases 1 and 2. The existing Wilford Hall Medical Center (current hospital) will be demolished in a later phase. Supporting facilities include utilities, site improvements, and access roads. The project will be designed in accordance with the criteria prescribed in Unified Facilities Criteria UFC 4-510-01, DoD Minimum Antiterrorism Standards for Buildings UFC 4-010-01, provide barrier-free design in accordance with DoD criteria and the DEPSECDEF Memorandum "Access for People with Disabilities" dated 10/31/2008, and applicable energy conservation legislation. The project will be designed to LEED 3.0 Silver Certified rating standard. Enhanced Commissioning. Operations and Maintenance Manuals, and Comprehensive Interior Design will be provided. Air Conditioning: 550 Tons. The North American Industry Classification System (NAICS) code for this program is 236220, Commercial and Institutional Building Construction. The successful offeror is required to perform at least 15 percent of the final cost of the contract, not including the cost of materials, with its own employees. The magnitude of this construction project (per Defense Federal Acquisition Regulation, 236.204 (ii) Disclosure of the magnitude of construction projects) is estimated between $100 and $250 Million. This solicitation will be issued via Internet only on FebBizOpps Website at www.fbo.gov. Notification of amendments shall be made via FebBizOpps only. It is the contractor's responsibility to check the Internet address daily for any posted changes to this solicitation. No corrections and/or changes to proposals will be allowed after the proposal submittal due time and date. Estimated solicitation issue date is on or about the estimated date of May 9, 2012. Proposals are anticipated to be due on or about June 13, 2012.
