- Sample BSE/Licensed Feed Establishment Audit Course Agenda Sample State Food Audit Course Agenda Statement of Work This is a Combined Synopsis/Solicitation for a commercial item prepared in accordance with FAR Part 12 in conjunction with the policies and procedures for solicitation, evaluation and award as prescribed in FAR Part 15 - Contracting by Negotiation. The Food and Drug Administration has a commercial item requirement to train its field employees in the procedures, responsibilities and roles of auditors/auditees in order to conduct audits. Training includes a minimum of one (1) and a maximum of three (3) courses. The courses ordered will be a combination of the following courses: State Food Contract Audit Course, BSE/Licensed Feed Establishment Audit Course, Combined State Food Audit and BSE/Licensed Feed Establishment Course. All courses are 1 ½ to 2 days long. The courses will be held in various locations within CONUS including FDA's ORA U training facility located in Rockville, MD. The Contractor shall teach the students to; (1) identify the procedures that are followed to conduct audits of State inspectors, who conduct inspections under FDA's Food contracts, (2) apply the audit principles to identify and assess issues encountered during the State contract inspections, (3) identify the responsibilities and roles of both the Auditor and Auditee. The following evaluation criteria shall be addressed by the contractor for this requirement: (I) Understanding the Scope of Work, (II) Relevant Experience, and (III) Past Performance. Please refer to the detailed description of these criteria in the SOW attached to this RFQ. This procurement is set-aside for a small business that has the ability to provide the training listed above. A Firm-Fixed Price Requirements purchase order with cost reimbursement travel is planned. Vendors must be registered in the Central Contractor Registration (CCR) prior to the award of an order. You may register by going to www.ccr.gov. It is the offerors responsibility to monitor the FedBizOpps web page for any amendments. The NAICS code for this requirement is 611430 and the Size Standard is $7.0 million.
