Description

The Naval Air Warfare Center Aircraft Division intends to enter into negotiations with BAE Systems, Wayne NJ for the procurement of repair services to the Transceiver and Crypto Circuit Cards contained in the Communication, Navigation and Identification Ancillary Sets (CNIAS) TS-4545/USM Test Set. The Contractor shall also validate the repairs and shall deliver the repaired Government Furnished Equipment (GFE) unit within 9 months after date of contract. This sole source procurement is intended to be negotiated under the authority of 10 USC 2304 (c) (1) as further implemented by FAR 6.302-1. BAE Systems is the original designer and manufacturer of the CNIAS equipment and, as such, is the only source with the necessary technical data and expertise to calibrate, repair and maintain its equipment. The Government does not own the drawings or other data rights necessary for a competitive procurement; technical data is proprietary to BAE Systems. This notice of intent is not a request for competitive proposals; however, all responses received within fifteen days of the date of publication of this synopsis will be considered. A determination to conduct this procurement on a non-competitive basis is solely within the discretion of the Government
