- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a sole source basis with the Bell Boeing Joint Project Office, the V-22 System Integrator, for the installation of OTPS 1 Upgrade Hardware into 36 OTPS 1 assets. The OTPS 1 installation will provide support for the V-22 Flight Control Computer, and shall be used at the Intermediate level on the Consolidated Automated Support System (CASS) and Reconfiguration Transportable Consolidated Support System (RTCASS). The Government intends to procure the above installation under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The test equipment involved in this effort perform tests on aircraft avionics using automation to quickly perform measurements and evaluate the results of the measured values to determine the failed component. A new source that does not already have the CASS and RTCASS and does not have the required training and familiarization for this test equipment would be required to procure the equipment and third party training. Bell Boeing has the test equipment and is familiar with the OTPS 1 Upgrade and will be able to follow the test requirements specified by the OTPS 1 designer. This is not a request for competitive proposals. All responsible sources are encouraged to submit a proposal which may be used by the Government in determining whether or not to conduct a competitive procurement. Responses should reference N68335-12-R-0211. A determination by the Government not to open the requirement to competition based on the responses of this notice is solely within the discretion of the Government. No solicitation will be available for this procurement. Any challenges must be received within 15 days of publication of this notice and contain adequate support information.
