SOURCES SOUGHT/SYNOPSIS SOIL TREATMENT FACILITY (CMU WALLS, DOORS & CONCRETE PAD) This Sources Sought Notice is for market research only. The 65th Contracting Flight, Lajes Field is conducting market research to determine potential sources having the skills, capabilities and experience necessary to perform the described work. The summary of work consists but it not limited to: the contractor provide all plant, labor, materials, tools, equipment, transportation, supervision and personnel necessary to install CMU walls and doors at the above mentioned facility. Work is located at the old security forces softball field, Lajes Field, Azores, Portugal. No award will be made from this Sources Sought. No solicitation, specifications, or drawings are available; therefore, do not request a copy of a solicitation. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The purpose of this notice is to gain knowledge of potential sources for the Soil Treatment Facility/CMU Walls and Doors at Lajes Field, Azores. The capabilities will be evaluated solely for the purpose of determining potential sources. Capability Statement: The following requests are designed to apprise the 65th Contracting Flight, Lajes Field, of any prospective construction contractor's capabilities. Please provide your response to the following. The submission is limited to 5 pages. All responses are to be submitted in English. 1) Offerors name, address, point of contact, phone number, e-mail address, DUNS number, CAGE code, CCR information and TIN or Portuguese Tax Identification number. 2) Statement of offerors interest in proposing on the solicitation when issued. 3) Offerors capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years in this location area, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar (Euro) value of the project. Provide at least 3 examples. The magnitude of this project is in accordance with FAR 36.204 (c) is between $100,000 and $250,000 The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist in tailoring requirements to be consistent with industry capabilities. This sources sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. All interested contractors should notify this office in writing by mail or email by 17:00 PM Local Time on Jun 18, 2012. Responses must include sources sought title in the subject line of their email response. Submit response and information to: Mena Meneses/LGCA, 65th Contracting Flight, Lajes Field, Azores, Portugal. maria.meneses@lajes.af.mil SYNOPSIS The 65 th Contracting Flight will be issuing a firm fixed price solicitation for Soil Treatment Facility/CMU Walls and Doors at Lajes Field, Azores, Portugal. The scope of work includes supplying all plant, labor, equipment, supervision and specified material to perform all operations required by the specifications and terms and conditions of the solicitation. The performance period is 120 calendar days from notice to proceed. All proposals shall be requested in Euros. The magnitude of this project is between $100,000 and $250,000. Price Performance Tradeoff (PPT) approach will be utilized for this procurement. The North American Industry Classification System assigned to this acquisition is 236210. All responsible sources meeting the criteria set forth in the Request for Proposal (RFP) may submit an offer, which will be considered by the Government. The request for Proposal (RFP) package will be available for downloading and viewing at Federal Business Opportunities (FBO), http://www.fbo.gov on or about end of Jun or beginning of Jul 2012. A pre-proposal conference/site visit will be scheduled at Lajes Field and advertised via solicitation. The RFP package will be available on the Internet only. There will be no hard copies of this solicitation issued. The solicitation specifications and drawings will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. Questions related to this project must be submitted in writing to 65 CONF/LGCA, Attn: Maria Meneses, Unit 7775, Bldg. T-615, Room 201, Lajes Field, Azores Portugal 09720-7775, or e-mail to: maria.meneses@lajes.af.mil. Funds are available for this project. All interested offerors must have signed up with the Central Contractor Registration through www.ccr.gov. (CCR sheet.doc, Nato Cage.doc and Duns.doc not included), but if needed can be requested via email to the Point of Contact identified above. All contractors interested in receiving notification of updates/amendments to the solicitation posted on the EPS are urged to enroll on the web site mailing list for this acquisition. Those contractors enrolled will be notified automatically of any changes made to the RFP through their e-mail addresses. No telephone requests will be accepted.
