- The Government intends to solicit on a unrestricted Full and Open Competition basis for the f.o.b. destination delivery of Liquid Oxygen (LOX), Type II, Grade A, Bulk, MIL-PRF-25508H, dated October 27, 2011, Propellant, Oxygen and Liquid Hydrogen (LH2), Type II, Bulk, MIL-PRF-27201D, dated February 7, 2007, Propellant, Hydrogen. The Contractor shall provide all supplies, management, tools, equipment, labor, and transportation necessary for the delivery of LOX/LH2 into customer-owned storage tanks at Cape Canaveral Air Force Station (CCAFS), FL and Vandenberg Air Force Base (VAFB), CA. The total estimated contract quantity is approximately 15,000 tons (TN) of bulk LOX at CCAFS. The total estimated contract quantity is approximately 15,857 TN of bulk LOX and 3,649,000 pounds (LB) of bulk LH2 at VAFB. The Government intends to award one Fixed Price Requirements contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The estimated period of performance is from 1 Oct 12 to 30 Sep 17. The solicitation will also contain line items for associated services such as Aborted Delivery Fee, Emergency Delivery Fee, and Detention Cost. Offerors are required to have the capability to support bulk shipments. Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The solicitation will be issued on or about 2 July 2012 and will be posted to the FedBizOpps web page (http://fbo.gov/). If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable.
