Description
The National Oceanic and Atmospheric Administrations, National Operational Hydrologic Remote Sensing Center (NOHRSC) located in Chanhassen, Minnesota is seeking to acquire Fiber Optic Internet connectivity for its operations. (Base plus 4-12 month Options) from Century Tel Acquisition LLC Objective 1) Obtain Fiber Optic Point to Point and internet access for the NOHRSC through a carrier hotel. Qualification Requirements 1) All traffic to and from the internet shall physically pass through a large collocation facility (carrier hotel) where many different Internet Service Providers (ISPs) and carriers have equipment (Presumably The Minnesota Gateway/511 building). NOHRSC shall connect to the carrier hotel using a point to point connection (PTP) by connecting through the carrier hotel the NOHRSC gains flexibility to change or add other ISPs, collocate equipment for redundancy or special projects, and gain access to resources such as Internet2. 2) With the exception of patch cabling, only optical media shall be used for the point to point connection. Optical media is the most scalable option for telecommunications. If bandwidth needs to be increased at the NOHRSC, simple software changes can make this happen without the addition of new physical copper cabling like that currently in use for T1 circuits. 3) This PTP connection shall attach the NOHRSC telecommunication equipment to the ISP of choice located in the carrier hotel. 4) A bandwidth rate of 10 Mbit symmetrical, with option to increase at any time on both the PTP and the ISP is required. 5) Carrier owned equipment shall be provided on premises to connect NOHRSC equipment by copper Ethernet patch cabling to the optical media PTP. This equipment will be installed by the PTP carrier. 6) PTP carrier shall schedule and implement any work associated with bringing optical media into NOHRSC office from their network. Costs for this work will be incorporated into the monthly/yearly reoccurring costs and be spread throughout the length of the contract. 8) The PTP carrier or ISP shall include any interconnection/cross connection fees from the carrier hotel or elsewhere in the monthly/yearly reoccurring costs. 7) The PTP carrier and ISP shall allow NOHRSC equipment to be attached to their cabling and networks at the carrier hotel so NOHRSC may connect to other carriers or peers on both Internet and Internet2. Potential vendors shall submit a detailed diagram of connectivity from the NOHRSC office through the carrier hotel to the internet. The government only knows of one source that can provide this type of service, Century Tel Acquisition LLC. Firms who believe they can meet all the requirements specified herein, including must furnish detailed information concerning their capability to provide the service and satisfy the Government's needs. Along with descriptive literature of the equipment being offered must be provided. In addition shall include name, telephone number and address of concerns for which you have furnished this type of equipment previously. Interested parties must respond within five (5) days after publication of this notice. The Eastern Region Administrative Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR offerors must have a Dun & Bradstreet Number.
