Description
The Navy intends to award, without providing for full and open competition, a contract to Lockheed Martin Mission Systems and Sensors (LM MS2), in Moorestown, NJ, to serve as the AEGIS Combat System Ship Integration and Test (SI&T) contractor. Pursuant to this contract, LM MS2 will provide fully integrated and tested AEGIS Combat Systems (ACS) and AEGIS Weapon Systems (AWS) on existing CG 47 class cruisers and DDG 51 class destroyers as part of fleet modernization programs such as Advance Capability Build 12 (ACB 12) and Technical Insertion 12 (TI 12), as well as new construction ships DDG 113-116, DDG 117-118 through ship delivery, and the AEGIS Ashore (AA) installations at the Pacific Missile Range Facility (PMRF). In accordance with 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, LM MS2 is currently the only responsible source capable of fulfilling the Navy ™s requirements for continuing AEGIS SI&T engineering technical functions to complete AEGIS Weapon System hardware and software integration and verification within the ship availability and construction schedules and without resulting in unacceptable delays. The first ACB 12 availability is scheduled to commence January 2012. The DDG 113-118 ship delivery schedule has shipyard delivery dates for AEGIS Weapon System equipment starting in FY2013. Given these schedules, the AEGIS SI&T contractor will need to provide uninterrupted ship integration design efforts for ACB 12 ships beginning in FY 2012 for both AEGIS Modernization and new construction ships. Parties interested in subcontracting opportunities should contact LM MS2 directly. Note - The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to solicit proposals from more than one source for performance of the contemplated contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
