- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. This solicitation is issued as a Request for Quotation (RFQ) and will be awarded as a firm-fixed price contract for Commercial Items using simplified acquisition procedures. The North American Industry Classification System (NAICS) Code is 238990; the size standard is less than $14 million. The estimated magnitude of this procurement is between $50,000.00 and $100,000.00. Responses are due on or before Monday, June 18, 2012. In accordance with Federal Acquisition Regulation Chapter 19.502-2, the Government shall set-aside all procurements with a dollar threshold between $3000 and $150,000 for small business concerns. This procurement is 100 percent set-aside for small business concerns. However, if the office does not receive any acceptable quotes from qualified small business concerns, the set-aside will be withdrawn and the solicitation will be considered unrestricted. A small business concern is defined as a concern (including all of its subsidiaries) having $14 million in annual receipts or less. If your company has $14 million in annual receipts or less, your company is considered a small business under this procurement. ALL SIZED BUSINESSES ARE ENCOURAGED TO OFFER A QUOTE. HOWEVER, QUOTES PROVIDED BY LARGE BUSINESSES WILL ONLY BE CONSIDERED IF THE GOVERNMENT DOES NOT RECEIVE AN ACCEPTABLE QUOTE FROM A SMALL BUSINESS. The National Park Service, National Mall and Memorial Parks (NAMA), has a requirement for delivery, setup, and removal of all items contained in the statement of work herein. Therefore, any items not specifically noted, but necessary for performance in accordance with accepted practices and industry standards, shall be furnished under this contract. The solicitation is for a base plus two option years. Quotes by telephone or facsimile (fax) will not be accepted. Statement of Work Title: Provide Pedestrian Barricade (bike rack) and 6 foot tall Chain Link Fence for Independence Day Celebration. 1. Scope of Work: Independently and not as an agent of the Government, the Contractor shall provide supervision, labor, equipment, and material to install and remove temporary pedestrian barricade (bike rack) and 6 foot tall chain link fence to serve as pedestrian controls during the July 4th Independence Day celebration at the National Mall. 2.Locations: Fence Plan: Pedestrian barricade will be installed on the National Mall as bordered by 1st street and the Lincoln Memorial, and bordered by Independence Avenue and Constitution Avenue, and south to the Jefferson Memorial (drawings will be provided upon award). Where "gate" is noted, the contractor shall provide a gate with latching hardware and rollers/hinges for easy operation. 3.Coordination: All site visits and fencing layout shall be coordinated with the Contracting Officer's representative (COR), Mr. Jorge E. Alvarez, Deputy Chief of Facilities Management, NAMA. A designated lay down area will be finalized by the NPS COR. Initially this area is identified between the Survey Lodge and Tidal Basin parking lot (vicinity 15th Street, SW and Independence Avenue, SW Washington, DC 20024). 4.Scheduling of Work: Work shall be scheduled with the National Park Service personnel. The contact for scheduling work is Mr. Jorge Alvarez is 202-245-4663, or via E-mail at jorge_alvarez@nps.gov. 5.Description of work: A.Pedestrian barricades (bike rack) and chain link fence shall be installed with concrete blocks (or acceptable alternative stands) and fasteners as required to provide a safe and stable fence system. Provide protection in the form of neoprene matting or plywood to protect any stone surface (i.e. granite or marble) where fencing is planned. All barricades shall be placed interlocked with each other. Quantities are estimates and are not binding upon the Government. Payments shall be made for actual deliveries and services provided and accepted by the Contracting Officer. B. Safety: 1. No fire hydrants shall be blocked from District of Columbia Fire/EMS access. Barricades and fencing panels shall be emplaced around fire hydrants at a minimum of a three (3) foot operating clearance. 2.Motorized equipment used to install and remove barricades, turf and stone/pavement protection panels, materials, etc. shall not be operated where visitors are accessing or walking. The Contractor shall employ flagger(s) wearing high visibility vests on approaches to their work areas to warn visitors away from the off-loading/loading areas. Where loads must be transported along roadways, walkways, turf, or pathways, flaggers shall be used both ahead of and behind the mobile equipment to warn visitors away from the operating zone. 3.Contractor employees shall perform work in a safe manner while off-loading/loading equipment and materials. No Contractor employee shall be permitted to travel in the open bed of a pick-up, flat bed, or stake body truck while the vehicle is in motion. 4.Contractor employees shall not work shirtless, shall wear substantial work shoes, and not smoke in public areas when performing work. All employees shall wear uniforms consisting of at least a shirt with the company name at all times. 6.The Contractor shall ensure equipment used is in good repair and operating condition at all times. Comply with all Federal, State, and local vehicle regulations. All equipment shall meet all safety standards as established for that piece of equipment. All equipment shall be operated and maintained in accordance with the manufacturer's recommendations. All equipment shall be equipped with all appropriate safety guards, as specified by the manufacturer. Contractor owned vehicles shall display the company name and retain a copy of the first page of the awarded contract to serve as the vehicle park permit. The NPS reserves the right to request replacement of equipment or personnel if deemed to be unsafe or operating in an unsafe manner. Performance of work shall be subject to independent safety inspection by the NAMA Safety Officer and U.S. Park Police. 7.Prior to the performance of work, the awarded Contractor shall provide the COR with a safety plan covering at a minimum the above stated requirements. C.Overview: The pedestrian barricade requirements are for the National Special Security Event (NSSE), scheduled for Wednesday July 4th, 2012 in Washington, DC. The contractor shall coordinate and schedule all work with the NPS to ensure proper coordination and completion of the work for this event. D.Description of Items: 1.Pedestrian Barricade ( Bike Rack): Pedestrian Barricades are to be used outside for perimeter security and crowd control. Pedestrian barricades shall be fabricated from metal and a uniform color (i.e. galvanized or black). Pedestrian barricades shall be interlocking to the next in a fashion so it cannot be easily disassembled. The interlocking shall be with a hook or a lip for ease of installation and without additional parts. The bike racks shall not be connected via a straight pin and/or clamps. Where gates are required, provide hinged or wheeled sections for easy movement and operability. Dimensions: length 72" to 90"; height: 40"to 48". Weight 50 to 60 pounds each. Pricing shall include all labor, material, mobilization and demobilization for the delivery, installation, maintenance, repairs, supplies/equipment, dismantling, removal, and lease of the described item. The vendor shall be responsible for any necessary repair during installation. 2.6-Feet Chain Link Fencing with Concrete Footings: Chain link fencing shall be used for outside perimeter security and crowd control. Chain link fencing shall be fabricated from metal and a uniform color (i.e. galvanized or black). Fencing shall be interlocked by clamping sections together or by interlocking pins and shall be installed through the use of concrete blocks or approved method (e.g. metal stand with sand bags or angle braces for additional support) as not to disturb the grounds/structures. The contractor shall be responsible for all necessary bracing as to provide a safe and secure chain link system. Where gates are required, provide wheeled sections for easy movement and operability. Dimensions: length 72" to 120"; height: 72". Pricing shall include all labor, material, mobilization and demobilization for the delivery, installation, maintenance, repairs, supplies/equipment, dismantling, removal and lease of the described item. The contractor shall be responsible for any necessary repair during installation. E).Roller Gates: Roller gate is defined as chain link fence with wheels at one end to allow fence to open like a gate. F).Description of Double Bike Rack: Double bike racks are where two rows of pedestrian barricades are installed 10 feet apart and parallel. There is not a separate price item for double bike rack and shall be priced with item 0001 for pedestrian barricade. 6. Definition of Bid Items: A.BID ITEM NO. 0001 - Pedestrian Barricade (Bike Rack). 1. This bid item consists of all work related with furnishing, installation and removal of all barricades from site. 2. Payment will be made at the contract price per lineal foot of barricade. B.BID ITEM NO. 0002 - Chain Link Fence 1. This bid item consists of all work related with furnishing, installation and removal of all chain link fence from site. 2. Payment will be made at the contract price per lineal foot of chain link fence. 7.Locations and Dates: The event is located in Washington, DC on the National Mall (Zip codes 20004 and 20024). Map will be provided with the solicitation or after award. A.Installation is to begin on Friday, June 29th, 2012. B.All barriers must be installed by July 3rd, 2012 C.Removal is to begin at 7AM on July 5th, 2012. D.All barriers must be removed by midnight, July 11th, 2012. EThe Contractor shall work the morning of July 4th beginning at 4:00 a.m. to assist with closing off of specified streets as directed by the COR in accordance with National Mall and Memorial Parks and U.S. Park Police public safety and security requirements. F. Installation and removal dates for options years one and two will be adjusted accordingly by the COR: 1. Thursday July 4, 2013 2. Friday July 4, 2014 8.Furnished Equipment/Utilities: All equipment and materials are to be furnished by the contractor. The NPS will furnish electricity only where existing outlets are already established. 9.Payment: Upon completion and acceptance of all required services, billing shall be submitted under an original invoice to the following electronic mail address: nama_contracting@nps.gov To constitute a proper invoice, the request for payment must include the Contract Number, date of request, and an itemized description of costs incurred in accordance with the contract line items. Payment approvals will require prior approval by the COR. Portions of mail delivered by the U.S. Postal Service to NAMA are processed through the USPS irradiation facility in New Jersey causing up to three weeks delay.
