- THE HEALTH RESOURCES AND SERVICES ADMINISTRATION Project Title: Office of Pharmacy Affairs - Technical Assistance and Expertise in the Delivery of Pharmaceutical Services for the Office of Pharmacy Affairs (OPA)A and 340B covered entities. The Department of Health and Human Services (DHHS), Health Resources and Services Administration (HRSA), Healthcare Systems Bureau, Office of Pharmacy Affairs, is soliciting to obtain the services to provide a national source of support and expertise in the delivery of pharmaceutical services. An award under this requirement will implement and managed an easily accessible and effective source of knowledge about pharmaceutical services. An awardee will need to meet its customer requirements with high quality, responsive, and integrated services.. Targeted customers are defined as HRSA grantees and 340B safety net providers, including community health networks and programs, state agencies, and those organizations that are funded by HRSA grantees and HRSA Bureaus and Offices. The major activities are divided in two categories: (1) Program Integrity, Information and Analysis and (2) Program Development. The contractor shall (a) Support the Office of Pharmacy Affairs by reviewing the covered entity audit reports, A-133 audits, and program site visits in order to provide feedback on any identified issues; (b)Analyze the finding of the covered entity audit reports, A-133 audits, program site visits to determine trends and make suggestions for policy improvements, training opportunities, development of tools and resources, etc. (c) Support the Office of Pharmacy Affairs, as subject matter experts, by accompanying the Office of Regional Operations on covered entity audits, up to 10 per year (d) Support the Office of Pharmacy Affairs (OPA) by conducting policy and pharmacoeconomic analysis related to current and changing state and federal laws and regulations affecting the scope and delivery of pharmacy services, in general, and in the specific jurisdiction of HRSA grantees, or others eligible to participate in the 340B program. (e) Assist the Agency in determining the impact on 340B entities and their patients of initiatives and activities in relationship to national pharmacy services. (f) Provide information, evaluation, and recommendations to OPA and to 340B safety-net providers concerning innovate approaches in all practice settings for affordable, high quality, comprehensive pharmacy services, (g) Develop 340B Program training materials as necessary to educate all HRSA project officers, program staff, regional office personnel and the staffs of programs with special requirements such as those of the Ryan White Care Act and the Title X family planning grantees, (h) Develop training materials as necessary to educate all 340B stakeholders about the 340B Program and the program integrity requirements of the program. (i) Provide relevant training on "Best Practices" in effective management of pharmacy services. This shall include the education of staff in the development and operations of formularies and the establishment of therapeutic committees including their compositions, how decisions are made, effective communication approaches, and evidence-based decision needs (j) Develop the expertise within the consultant cohort to provide pharmacy technical assistance about 340B. Provide pharmacy technical assistance, training, and education at appropriate meetings and conferences and (k) develop the expertise within participating 340B entities to provide technical assistance through the "340B Peer to Peer Program" about 340B to all 340B eligible entities. Provide training and education at appropriate meetings and conferences. This is a full and open competition - all business are welcomed to submit their proposals. The NAICS code is 541611. The anticipated period of performance is for a twelve (12) month base year with four 12 month option years This pre-solicitation notice is not a request for proposals. The solicitation document (RFP) will be posted at this site www.fedbizopps.gov approximately fifteen (15) days from the date of this notice. The closing date for receipt of proposals will be approximately thirty (30) days after issuance/posting of the RFP.
