Description
The United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Satellite Analysis Branch intends to award on a sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.3 Other Than Full and Open Competition with Research Systems, Inc to obtain ENVI and IDL training. This training is be conducted for four days, during the latter part of June. ENVI is a state of the art remote sensing imagery interrogation and manipulation software. In addition, IDL provides the ability to more effectively use ENVI and enables the creation of batch commands and short scripts that automate the application of ENVI, thereby reducing satellite analyst labor. ENVI is designed to provide comprehensive image processing, exploitation and analysis of satellite and airborne remote sensing data. IDL is the software platform for data analysis, visualization, and cross-platform application development. The contractor will provide ENVI and IDL training for up to ten OSPO personnel that includes general information about ENVI, use of ENVI for specific types of satellite imagery that SAB will use (e.g., Worldview and GeoEye panchromatic and multispectral imagery), a customized module that provides workflow, preprocessing and other tailored applications for the SAB Maring Pollution Program, manipulations customized for removal of whitecaps and other ocean application, panchromatic sharpening techniques, and target recognition especially over the water. The IDL training shall be similarly customized for SAB skill level and needs Vendors who believe that they have the ability to provide ENVI and IDL software/training are required to submit in writing an affirmative response demonstrating that they can meet the Government requirements to provide the required training. The response must be sufficient to permit agency analysis to establish bonafide capability to meet the requirements. Failure to submit sufficient documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
