- Sources Sought Only. The Veterans Medical Center Hampton, VA is seeking potential sources capable of furnishing all labor, material, (except for those specifically stated to be Government-Furnished), supplies, management and supervision necessary to perform all Valet Parking Services at the Salisbury VA Medical Center, 1600 Brenner Avenue, Salisbury NC 28144. TECHNICAL REQUIREMENTS. 1.The Department of Veterans Affairs Medical Center, 1600 Brenner Avenue, Salisbury NC 28144 has a requirement for Valet Parking Services to alleviate the parking problems experienced by our veteran patients at the facility. Approximately 1400 outpatients are seen per day. The amount of available parking spaces to accommodate patients, staff, volunteers and visitors on any given day is limited. The need is for a contractor to park and/or provide assistance in parking to veteran patients only, five days per week at 3 different locations, Buildings #2, #3, and #4. There shall be Government-provided wheelchairs available to transport patients to the clinics. The contractor shall deliver these wheelchairs, upon patient's or caretaker's request, to the patient to facilitate patient's travel from the car in the valet greeting area to the appointment and back to the car in the valet greeting area. The contractor shall be completely liable and responsible for providing patients with a valet claim check, securing keys, parking, delivering, and directing certain valet vehicles to and from the valet greeting area. 2.Requirements: Vehicles requiring Valet Parking shall be stopped by the contractor's employee designated as a greeter, who will ask the driver for an appointment letter or VA Patient Identification card and the estimated time of departure. A claim check shall be given to the driver. All vehicles parked by the contractor's parking attendants shall be locked and secured. Driver's keys shall be secured at the valet booth. The contractor shall operate from the front entrance where contractor employees shall greet every vehicle excluding buses, VA transportation vehicles dropping off or picking up patients, Vendors or Contractors conducting business at the VA Medical Center, and VA employees. The contractor is responsible for parking control and monitoring in the designated parking lots assigned to the operation by responding to alerts or emergencies, by providing assistance to injured or stranded persons in emergency situations, and by notifying the VA Police. It is imperative that this area shall be free of any vehicles when a fire alarm is activated. The Contractor shall have management control of vehicles entering the designated valet parking area(s) in order to maximize the space available and facilitate smooth operations. Patients driving buses or large vans shall be permitted to park their own vehicles in the designated parking areas. The contractor shall be notified in advance of any special events which might cause parking problems due to many visitors coming to the Medical Center. 3. Hours of Operation: 7:00 am to 5:00 pm - Monday through Friday, excluding Federal holidays, and any other day specifically declared by the President of the United States to be a Federal holiday. There may be special events at the Medical Center on some Federal holidays and the contractor shall provide limited hours of operation on those days. The Medical Center shall give the contractor a minimum of one-week advance notice of such events. At 5:00 pm, the valet contractor's parking attendant shall turn over keys and associated tickets to any vehicles still on the premises after valet parking hours to the VA Police. Owners of these vehicles shall be directed to pick up their keys from the Administrative Officer of the Day in the Emergency Room Check-In/Out area. Contract Performance Period will be a Base + 4 Option periods, starting from date of award through August 31, 2017. The Applicable NAICS code is 562111 with a Size Standard of $12.5M. This Sources Sought Notice is not a request for formal proposals or quotes. No formal solicitation document exists at this time. Please provide a Capability Statement to this sources sought notice to include the following: name and address of company; business size (large or small); identify whether or not your firm falls into any of the following socioeconomic categories - 8(a), HUBZone, Service Disabled Veteran-Owned; firm's experience in providing Valet Parking Services. Provide a brief description of qualifications and any other pertinent information, which demonstrates ability to meet the above requirement.
