Description
The Forest Service, Northern Region, Northern Rockies Geographic Area, will be soliciting quotes for fully operated short school type buses for the following Northern Region Interagency Dispatch Centers only: MT-BDC (Billings, MT), MT-BRC (Hamilton, MT), MT-BZC (Bozeman, MT), MT-DDC (Dillon, MT), MT-GDC (Great Falls, MT), MT-HDC (Helena, MT), MT-MDC (Missoula, MT), and ND-NDC (Bismarck, ND). The solicitation will be posted on or about June 15, 2012 and close on June 29, 2012. The City/State location of each short school type bus offered must be located within the jurisdictional boundaries of the chosen dispatch center. The vendor company location is not a consideration; this must match the company name and address listed in CCR for payment purposes. To determine dispatch zone boundaries contact the dispatch center or see: http://www.fs.fed.us/r1/fire/nrcg/agree-contract/signup.html The intent of this solicitation and any resultant agreement is to obtain short school type buses for crew transport on local or regional wild-land fire or all-hazard incidents. These short school type buses may be used on mountainous roads with gravel or native surfaces, narrow, unimproved roads, off roads, in mountainous, rangeland and timbered areas, and may be operated where there is brush and trees growing on the shoulders. See definition of ordinary wear and tear. The vehicles must be capable of providing personnel transportation to and from the fire line. The contractor supplied bus driver has the final say on where and how the vehicle can be used. All FULLY OPERATED SHORT SCHOOL TYPE BUSES shall be/have: a. 16 person minimum capacity (Type A-2 or B-2 body configuration), 32 person maximum capacity b. Compliant with state and federal DOT c. $5 million of liability insurance per CFR 49 Part 387.33 d. Driver and all operating supplies. Payment: Daily Guarantee or mileage, whichever is greater. Proposed rates shall include, but are not limited to, Labor, equipment, operating supplies, materials, State and Federal taxes, insurance coverage, transportation costs, overhead, and profit. The resulting Incident Blanket Purchase Agreements (IBPA) will be three year agreements. Quotes shall be submitted electronically to the Virtual Incident Procurement System (VIPR). NOTE: The Virtual Incident Procurement (VIPR) System will be used by the Forest Service for all pre-season incident procurements. In order to respond to solicitations issued through VIPR, Vendors must obtain Level 2 eAuthentication, which provides the ability to conduct official electronic business transactions via the internet. For Level 2 eAuthentication application form and additional information go to http://www.eauth.egov.usda.gov/ To submit a quote in the Virtual Incident Procurement (VIPR) System or access the VIPR user guide go to http://www.fs.fed.us/business/incident/vipr.php. Vendors are required to be registered in the Central Contractor Registry (CCR) and are encouraged to complete the On-Line Registration and Certifications Application (ORCA) as stated in the solicitation. This solicitation will only be available electronically and will be posted to the Federal Business Opportunity website on or about March 1, 2012. No telephone requests for the solicitation will be accepted; no paper copies will be issued.
