- No Attachment The Department of Labor, Mine Safety & Health Administration, Intends to award a sole source contract under the authority of 41-U.S.C.253(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(A) - Only one responsible source and no other supplies or services will satisfy agency requirements to SAROS Incorporated, 7327 Jacobs Fork Lane, Charlotte, NC 28273-3151 for providing technical support for MSHA's Automated Approval Application (AAA) system. The Approval and Certification Center (A&CC) is responsible for evaluating and approving certain mining products for use in underground coal and gassy underground metal mines. Technical experts evaluate and test equipment, instruments, and materials for compliance with Federal regulations. Products evaluated and tested range from extremely small electronic devices to very large mining systems. Following successful completion of evaluation and testing of a product, a license is issued authorizing a manufacturer to produce and distribute products for use in mines. The A&CC issued a contract to develop an internet based program that mine product manufacturers can use to submit applications to MSHA for approval of their product. The contract was issued to System Requirements, Inc. ("System Requirements") through a competitive process and an automated approval application program was developed. The program was developed using the SAROS Incorporated ("SAROS") Knowledge Director application framework written in Microsoft.Net architecture and using SQL utilities. MSHA will deploy this program as a means to offset the significant personnel resources that are currently required to assist manufacturers in making application to MSHA for approval of their product. The program presently resides on the MSHA web server; however, final review of the content has not yet been performed by MSHA. Until this final review is completed, MSHA will not publically announce the program. Although the majority of products are covered by the existing program, MSHA wants to expand the program to include additional products that were not covered under the original contract. The services required are: 1) support of the SAROS Knowledge Director, 2) modifications to existing program content resulting from MSHA's final review, and 3) expansion of the program to include additional products or to incorporate refinements identified once the program is in full production. The Knowledge Director Framwork is proprietary to SAROS, Incorporated. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted.
