- The NASA/SSC Office of Procurement intends to issue a Brand Name Request for Proposal (RFP) for the following items to be delivered to the John C. Stennis Space Center, Mississippi (SSC). The work to be performed under this requirement is the supply of 27 each 2-Inch Liquid Oxygen (LOX) angle globe valves and actuators with limit switches in accordance with (IAW) the Statement of Work (SOW) and Valve Data Sheet inserted below. The total estimated period of performance or lead-time for delivery for this project is not to exceed twenty-six (26) weeks after receipt of order (ARO). The Government believes only one valve can provide the performance that will satisfy the Agency's requirements.As such, this is will be a limited source brand name acquisition under the authority of FAR 6.302-1(c), for the acquisition of supplies or services determined to be reasonably available from only one source (e.g. brand name), as there is only one brand and model item that will satisfy agency requirements. The Masoneilan Model 2621 is the only valve known that will function as required in the environment in which it will be placed. This notice of intent is not a Request for Proposal (RFP) for competitive proposals, but a notice of the Governments intent to issue the requirement as brand name and market research for possible suppliers. Interested organizations may submit the capabilities of their product(s) to perform the effort, in writing, to the identified point of contact not later than 3:00 p.m. (local time) on June 22, 2012. Statements of capabilities must contain sufficient details to review vendor's product capabilities. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a more openly competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition or non-brand name basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is currently unrestricted, as a determination to set aside for small businesses has not yet been made. The NAICS Code and Size Standard are 332911-Industrial Valve Manufacturing and 500 Employees respectively. FOB is destination. The government intends to issue subject Request for Proposal (RFP) under Negotiated Acquisition of Commercial Items procedures in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 15 and any resulting award will be made in the form of a Firm Fixed Price (FFP) Contract. It is anticipated that only one award will be made for this requirement. It is anticipated that Solicitation No. NNS12438659R will be issued via the NASA Acquisition Internet Service (NAIS) Business Opportunities website @ http://prod.nais.nasa.gov/cgi-bin/nais/link_syp.cgi and at the Federal Business Opportunities (FedBizOpps) website @ https://www.fbo.gov on or about July 6, 2012 with responses due NLT 3:00 p.m. or about July 18, 2012. Any referenced notes can be viewed at the following URL: http://prod.nais.nasa.gov/eps/nasanote.html. ============================================ Statement of Work for 2-Inch Angle LOX Globe Valve Procurement 1.0 Background: While performing verification and validation testing of a chemical steam generator (CSG) unit at the Stennis Space Center, MS (SSC) E2 test facility, the performance of the 2-Inch angle-globe valves as supplied with the unit have not been able to withstand the operating conditions encountered in both the ambient and cryogenic propellant systems. Pieces of seat material have been liberated from the seat and valve stem possibly allowing propellants to leak into the combustion chambers after very minimal valve operational cycles. 2.0 Scope: Provide Liquid Oxygen (LOX) valves per the attached data sheets for use on Chemical Steam Generators at Stennis Space Center. 3.0 Deliverables: 2-inch angle globe valves and actuators with limit switches per the attached valve sheet for the following propellant systems: a. 27 ea. - LOX valves and 1 set of LOX certified softgoods for rebuilding. Valves shall be cleaned to 1X per SSTD-8070-0089-Fluids. b.The valves will be functioning in a Class I, Div. 2, Group B environment as defined by the National Electric Code, Article 500. c.Delivery schedule shall be in accordance with FAR 52.211-9 as specified in the RFP, which will specify a desired and required delivery schedule for all valves and spare parts kits to be delivered within 26 weeks ARO. =============================================== A3 CSG Remote Operated Liquid Oxygen (LOX) Valve Sheet FUNCTION: Isolation/Configuration P&ID DWG #: PSK-A3-9101-FAC FLUID: Liquid Oxygen (LO) OPERATING PRESSURE (PSIG): 700 OPERATING TEMPERATURE (deg F): -297 deg F TYPE:Split Body Angle Globe SIZE:2-Inch PRESSURE RATING (PSIG): 720 operating, 1080 proof FAILURE MODE:Fail Close VALVE FLOW CHARACTERISTIC: Unbalanced trim type, flow over plug NOMINAL Cv@ 100% OPEN: 46 INLET CONNECTION: 300# ANSI Flange; concentric serrated OUTLET CONNECTION: 300# ANSI Flange; concentric serrated LENGTH CENTER-TO-FACE: 5.75 ACTUATOR TYPE: Pneumatic, linear cylinder, double-acting, air to open, spring to close MATERIALS: -- Body, Bonnet, Plug, Stem, Seat Ring - 316 SST. -- Soft Seat material - 100% PTFE or 100% PCTFE. -- TWO Stem Guides (Upper and Lower) - Aluminum Bronze (C95400). -- Packing - 100% PTFE Chevron (at least 5 pieces per set). -- All Carbon steel parts must be painted; Fasteners (nuts, bolts, etc.) must be made of SST. ACCESSORIES: Asco solenoid valve - 4-way, 2 position valve, 24 Vdc, SPDT limit switches (open & closed) for Class I, Div. 2, Group B area. COMMENTS: -- Shutoff Class VI. -- Bonnet Type - Cryo extension. -- Pneumatic supply to actuator is clean, dry (-300 deg F dew point temperature) nitrogen @ 120 psig. -- Valve characteristic - equal percent (%) trim. Split-body design. Seat assembly cannot be mechanically retained by cage, seat retainer, or similar design. -- Soft goods must have material traceability and certificate of conformance. -- Valve must be hydrostatically proof tested to 1080 psig per ASME. -- Valve must be delivered to Stennis Space Center cleaned to 1X per SSTD-8070-0089-Fluids.
