Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to solicit a quote and enter into a contract with GrowSafe Systems, LTD herein referred to as Contractor for a period of performance; July 1, 2012 through October 31, 2012, for the upgrade and expansion of an existing GrowSafe system. The anticipated award date is on or about the week of June 18, 2012. The statutory authority for this sole source procurement is FAR 13.106-1 (b). The NAICS code for this action is 333111. This requirement will be procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures. ARS requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR), along with Online Representations and Certifications Application (ORCA). No award can be made unless the vendor is registered in CCR along with ORCA. To be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The mission of the Bovine Functional Genomics Laboratory is to improve the health and genetic and productive efficiency of cattle through fundamental research on gene expression and genome-wide association analysis. Research in the laboratory applies molecular biology and bioinformatics approaches to: enhance genetic selection for increased production efficiency and disease resistance; develop fundamental knowledge about development and health of the mammary gland and gastrointestinal tract; and understand interactions of nutrients and the genome (nutritional epigenetics). Implicit in these endeavors is the development of molecular biological and bioinformatic tools to facilitate functional genomic studies of cattle and small ruminants. The GrowSafe system upgrade and expansion of the existing system is required to facilitate the study of feed efficiency in lactating dairy cows and support research to determine the relationship between feed efficiency for growth in dairy heifers and their subsequent feed efficiency during lactation. Expansion of the existing feed monitoring system must be compatible with the GrowSafe 4000E Feed Monitoring System. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responsible sources received within seven days of this posting. Written responses to this synopsis shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. If no written responses are received at least seven (7) days after the publication of this notice the purchase will be awarded without further notice.
