- The U.S. Coast Guard (USCG), Shore Infrastructure Logistics Center (SILC), Norfolk, VA is procuring INSPECTION, TESTING and MAINTENANCE OF VARIOUS FIRE PREVENTIVE SYSTEMS, for the Inspection, Testing, and Corrective action both non-emergency and emergency situations of all Installed Automatic Fire Alarm Systems, Water Based Fire Protection Systems and Pumps, and Fixed System and Kitchen Hood Suppression Systems to be performed at USCG BASE SUPPORT UNIT ELIZABETH CITY, Elizabeth City, NC as a 100% SET-ASIDE for SMALL BUSINESS. A solicitation (Request for Proposal (RFP) Number HSCG84-12-R-AA5412), and any subsequent amendments, will be available electronically on the Federal Business Opportunity Website at www.fbo.gov on or about 14 JUNE 2012 with a closing date for receipt of proposals on or about 11 JULY 2012. It is the potential offeror's responsibility to monitor this avenue for release of any future solicitation or synopsis. This requirement is solicited in accordance with FAR Subpart 19.5 - Set-Asides for Small Business; and, using the policies contained in FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiations. A Firm-Fixed Price type contract will be awarded for a Base Period, starting 01 SEPTEMBER 2012 through 31 AUGUST 2013; and, Four Option Years, of 12 months each, not to exceed 60 months, if exercised by the Government. The Contractor shall furnish all personnel, equipment, tools, materials and all other items necessary to perform service requirements at the Coast Guard Base Elizabeth City complex. The hours of operation for non-emergency work and routine maintenance will be conducted during normal work hours (0700-1630, Monday through Friday with the exception of Federal Holidays). No non-emergency work will be done on Federal Holidays. The Contractor shall perform all services in accordance with (IAW) this PWS, as well as applicable local, state and federal regulations and CG BASE Instructions. The contractor shall hold and maintain a license in North Carolina issued by the State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors, which is supported by North Carolina General Statute, to provide fire preventive services. The applicable Department of Labor Wage Determination is No. 2005-2544, Revision No. 13, Date of Revision 06/13/2011; and will be included in the solicitation. An advance copy can be obtained from http://www.wdol.gov/. The applicable NAICS Code is 561621 (Security Systems Services (except Locksmiths)) with a size standard of $12.5million. CURRENT CONTRACT INFORMATION: The proposed acquisition is a follow-on requirement to Purchase Order HSCG84-11-N-AA5395, which was awarded/effective 23 September 2011 to Eagle Fire, Inc., Richmond, VA and expires 31 August 2012, for a total value of $79,642.00 (9/23/2011 - 08/31/2012). SITE VISIT INFORMATION will be provided in the solicitation under FAR Provision 52.237-1 - Site Visit. Access to the CG Base Support Unit Elizabeth City will not be available without a copy of the RFP. Any questions resulting from the site visit or the solicitation must be submitted in writing to the Contract Specialist. When the solicitation is issued, contractors must submit the following documentation along with their proposal: Corporate Experience/Management Capability; North Carolina Fire Sprinkler Inspection Contractor license; Resume(s) for proposed qualified personnel; Certificate of Insurance as required by FAR 52.228-5 and completed Past Performance information as required by FAR 52.212-1 (b)(10).
