Description
Draft SOW This is a IDIQ Requst for Information for a tentative requirement to provide technical and programmatic services to the Department of Transportation (DOT), Office of the Secretary of Trasportation (OST), Office of Inspector general (OIG). As part of the RFI, DOT/OST is issuing this RFI to determine if there are exists an adequate number of qualified contractors capable of providing the services as described in the Draft SOW. The Government may use the responses to this RFI for information and planning purposes only and does not itself constitute a Request for Proposals (RFP). The Draft SOW describes only the currently contemplated possible scope of services and may vary from the scope of work in a final SOW included in any Request for Proposals (RFP). The Government anticipates establishing a IDIQ contract with a one (1) year base period and four (4) one (1) year option periods. The base period is estimated to begin August 2012. The contractor will be required to perform services from the Department of Transportation Headquarters located at: 1200 New Jersey Avnue, SE Washington, DC 20590 Responses to the RFI will not be return. Responders are soley responsible for all expenses associated with responding to this RFI. DOT/OST will not pay for information received in response to this RFI. Interested vendors shall sbmit a Capability Statement (ten (10) page limit) which shall include the following: 1. Schedule Contract Number and contract end date, 2. Business Size Calssification, and 3. A description of the vendor's experience and qualifications which allow for the successful completion of the Draft SOW. This description should inclide recent and relevant projects simlar to those in the Draft SOW. Areas where the vendor does not have prior experience should annotated accordingly. DEADLINS FOR SUBMISSION: 3:00pm EST,Monday, June 25, 2012 STATEMENT OF WORK C.1 BACKGROUND The Office of Inspector General (OIG) is committed to fulfilling its statutory responsibilities and supporting members of Congress, the Secretary, Senior Departments Officials, and the public in achieving a safe efficient Transportation system. The Office of Inspector General on its long standing record as a highly respected contributor the Department's mission. The unique role as the Department's sole in-house source for objective examination of its programs and their integrity, along with our core values and audit and investigative expertise, will ensure we remain highly responsive to the needs of the Secretary, Congress, and the American people. They will be proactive in selecting their work and versatile in integrating their capabilities. In a complex and evolving transportation environment, they will excel in identifying opportunities for improvements in operations and programs and in relentlessly protecting programs from fraud, waste, abuse, and violations of law. The Office of Inspector General works within the Department of Transportation to promote effectiveness and head off, or stop waste, fraud and abuse in departmental programs. They do this through audits and investigations. OIG also consults with Congress about programs in progress and proposed new laws and regulations. The Inspector General Act of 1978 gives the office of Inspector General Autonomy to do its work without interference. The Inspector General is chosen by the President-not based on political affiliation but rather on integrity and ability. IG candidates can show accomplishment in several fields, including accounting, auditing, law, financial or management analysis, public administration or investigations. Inspector general appointees are subject to Senate confirmation. Only the President has the power to remove an inspector general and the reasons for doing so must be communicated to Congress. The Inspector General Act of 1978 prevents officials in the scrutinized agency from interfering with audits or investigations: it also requires the IG to keep the Secretary of Transportation and Congress informed of findings. However, much of OIG's most significant work is accomplished with the cooperation of the officials whose programs are being reviewed. C.2 OBJECTIVE OIG anticipate award of ID/IQ contract for Technical and Programmatic support to a firm with demonstrated ability to support the Office of Inspector General (OIG) Requirements as defined in this Statement of Work. STATEMENT OF WORK This requirement is for the technical and programmatic support of the Office of Inspector General, Office of Investigations. The Contractor shall provide management support services to accept, transport, handle, secure, maintain, manipulate, and remove evidentiary property for the U.S. Department of Transportation, Office of Inspector General (DOT/OIG). The Contractor shall utilize a nationwide program established to store manage and/or dispose of U.S. Government seized property. The services shall be provided by the Contractor and its subcontractors in the United States and its territories and protectorates, including, but not limited to, Hawaii, Alaska, Puerto Rico, the U.S. Virgin Islands, Guam, and American Samoa. The Contractor shall provide periodic management reports, invoicing routine oversight and annual physical inventories. Specific work will be identified in individual task orders. It is expected there will be extensive collaboration between the Contractor, the Office of Inspector General and DOT. The Contractor shall have wide ranging expertise in Logistics Management and Materials Handling at facilities across the nation. The Contractor shall have expertise in transportation of hazardous materials in accordance with Federal Hazardous Materials Regulations (49 CFR Parts 100-185). The Contractor expenses incurred will be dependent on the nature and amounts of the evidence seized, and special transport, handling and storage requirements which may be required, materials seized may include explosives, hazardous chemicals and toxic materials, gasoline and motor fuels, flammable and/or explosive gases and similar materials. C.3 NOTIFICATION AND ACCEPTANCE 3.1 DOT/OIG initial notification may be made in written form, via mail, or telephonically to the Contractor. The Contractor shall and their Subcontractors acceptance documents to the requesting region and monitor the return of the acceptance documents. The Contractor shall through its subcontractor accept the evidentiary property as requested by DOT/OIG. The Contractor shall and its management staff will provide on-site coordination of acceptance of property requested by DOT/OIG. The services will be available during normal office hours (8 a.m. to 5 p.m. local time Monday through Friday). 3.2 All property accepted will be physically inventoried by experienced Contractors personnel and documented as required as to description, unit of measure, and quantity. Other documentation will be completed as required by DOT/OIG. 3.3 At the time of acceptance, the DOT/OIG Evidence Custody Document will be utilized to provide continuous accountability. The Evidentiary property information, including description, quantity, dates of seizure and transfer, storage location, and appraised value will be noted in field documentation. The condition of the seized property will be documented during the joint inventory. 3.4 All property will be adequately photographed by the Contractor at the time of acceptance to confirm description and condition. Photographs will be maintained at field locations with other DOT/OIG evidentiary property documentation, when they become an essential part of each Property Custody Package (PCP), maintained at the storage site. C.4 INFORMATION COMMON TO ALL TASK AREAS All deliverables must comply with all applicable laws and regulations. C.5 PROGRAM MANAGEMENT Contractors shall provide program management related activities to include: •a. Quality control of services and deliverables •b. Project planning, implementation, and reporting •c. Work planning and scheduling •d. Detailed invoicing with cost broken down by work steam, sub work stream, and/or business owner level •e. Regular meetings with business owner staff and the Contracting Officer Technical representative (COTR) to discuss contract issues and the status of the works streams and documentation and minutes of key discussion points/decisions •f. Maintenance of project management-related documents in a shared repository •g. Management of contractor and subcontractor on-boarding and exiting processes based on DOT/OIG procedures, including any required background investigations •h. Space and Connectivity planning •i. Transition planning C.6 TRANSPORTATION The contractor arrangements for all transportation of DOT/OIG evidentiary property from point of acceptance to storage destinations will be provided by the Contractor and invoiced accordingly. Adequate notification (at least 24 hours) by COTR DOT/OIG will ensure availability of appropriate transportation. C.7 HANDLING The contractors handling costs will be dependent on the type of property being stored and specific handing requirements. These are unique for every seizure. Items seized may include, but are not limited to, hazardous materials, such as gasoline, jet fuel, compressed gases, explosives; portions of interstate transmission pipelines, vehicles, boats and planes and other materials commonly found in the transportation industry. Cost detail will be included on invoices to COTR DOT/OIG. Repair/replacement of damaged containers shall be billed at actual burdened cost. C.8 EVIDENCE SECURITY The Evidentiary property will be maintained in storage locations selected by the Contractor to meet strict security and property handling requirements. These facilities are surveyed annually by the Contractor to ensure continuing program compliance and appropriate security. C.9 PROPERTY ACCESS AND REMOVAL 9.1 The contractor shall have access to stored evidentiary property that will be coordinated through the Contractor headquarters. Written requests to access the property will be communicated from COTR DOT/OIG to the Contractors designated subcontractor, who will make the arrangements. Under no circumstances will entry be provided to storage facilities without both an appropriate disposition order and positive identification. 9.2 The Contractor removal of property will be accomplished on written request of COTR DOT/OIG. This request will contain the DOT/OIG case number, description and quantity, and method of disposition (remission, transfer, sale or destruction) and transmitted to the Contractor, who will forward it to the appropriate region. On receipt of the removal request, the Contractor shall ensure charges are collected if necessary and the property released to the designated parties. Costs collected on behalf of DOT/OIG will be transferred as directed. In addition, other services related to disposition, such as destruction, sale or other actions will be performed in accordance with the written request. C.10 COMMUNICATIONS The contractor correspondence with the COTR DOT/OIG relative to evidentiary property will be in accordance with this section of the Statement of Work (SOW). To ensure property accountability, all communication with the storage facilities will be conducted through the Contractor. A list of responsible parties will be exchanged between the Contractor and COTR DOT/OIG, along with appropriate phone numbers, to ensure reliable, accurate, and timely communications. C.11 ADVERSE INCIDENTS The Contractor shall maintain an active risk management program. Incidents affecting DOT/OIG evidentiary property will be coordinated by the Contractor and reported to COTR DOT/OIG no later than the next business day from discovery of the incident. A formal report will be provided to COTR DOT/OIG within 30 working days of the initial report. C.12 EVIDENTIARY PROPERTY - LIABILITY The Contractor shall have and maintain liability insurance adequate for primary property coverage. If requested by DOT/OIG, the Contractor shall obtain additional property insurance which will be billed to DOT/OIG. C.13 EVIDENTIARY PROPERTY - ACCOUNTABILITY AND PHYSICAL INVENTORY The contractor shall provide Oversight Inspections for all facilities and physical inventories will be conducted at least annually. The contractor shall provide both written an electronic copy of the report summarizing inventory activities be provided to DOT/OIG. C.14 MAINTENANCE The Contractor shall provide initial services and periodic maintenance services for conveyances, if requested by the COTR DOT/OIG. The Contractor shall provide property management and maintenance for real property. The Contractor shall develop a proposed maintenance/management plan for review and approval by COTR DOT/OIG. C.15 TRAVEL The contractor travel requirement for the management of evidentiary will be billed by the Contractor to COTR DOT/OIG in accordance with Federal Regulations. C.16 NON-DISCLOSURE/NON-USE AGREEMENT The contractor shall ensure that a Non-Disclosure Statement is signed by all contractor personnel assigned to or performing on this contract before performing any work, including all subcontractors and consultants. The contractor shall also ensure that all contractor personnel understand and adhere to the terms of the non-disclosure statement, protecting the procurement sensitive information of the Government and the proprietary information of other contractors. C.17 INVOICE AND BILLING REQUREMENTS Invoices shall contain the information required by FAR 52.232-25, Prompt Payment, including the contract number and applicable line item numbers. It is the federal Government's policy to pay contractor invoices via Electronic Funds Transfer (EFT). The contractor shall provide invoicing in the following manner. •a. The contractor shall invoice within thirty (30) working days of the end of each month. The contractor must bill regardless of invoices from their own subcontractors. •b. The contractor shall be paid for the actual number of hour work/job. •c. Invoices shall be sent to: DOT/OST C.18 GOVERNMENT FURNISHED PROPERTY AND INFORMATION The Government will not provide any office-space for any of the contractor's personnel who serve in the performance of this project. All office-space required for the performance of this project shall be provided by the contractor. C.19 SECURITY REQUIREMENTS The Contractor and Subcontractors will be required to submit to a Personnel Identity Verification (PIV) process as required by Homeland Security Presidential Directive 12 (HSPD-12) before being issued a DOT/OIG contractors access/ID card. This process includes a verification of two forms of identification documents and submission of digital fingerprints to conduct a check of the FBI's fingerprint database. In addition, contract employees must undergo a background investigation for suitability. "Specific instructions for this will be provided upon contract award." The contractor shall contact the COTR identified in Section G no later than one working day after contract/task order award to coordinate and submit the following information for each individual identified for work performance: •- Contract's full name •- A reliable telephone number •- Email address (business or personnel) •- Location of site where contractor will be working •- All contractors shall have fingerprints taken only at OCC Headquarters in Washington, DC or one of the OCC District Offices. The Personnel Security Technician at the Office of Critical Infrastructure Protection and Security (CIPS) in Washington, DC will coordinate with the contractor/COTR as to which location to report for fingerprints, Identity verification, and badging. •- Under no circumstances shall contract employees report to work at any OCC location or be given access to OCC facilities, information systems, or sensitive information until approved by CIPS.
