Description

Sources Sought for Geographic Information System (GIS) services. This is a Sources Sought announcement only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up request for information, if applicable. The intent of this synopsis is to identify potential Section 8(a) small business concerns (8a), Historically Underutilized Business Zone (HUBZone) small business concerns, Women-owned small business (WOSB) concerns, Service Disabled Veteran Owned Small Business (SDVOSB) concerns, and Small Business (SB) concerns that are capable of performing the Architect/Engineering services in areas under the cognizance of NAVFAC Pacific and possibly areas within the cognizance of NAVFAC Atlantic. The North American Industry Classification System (NAICS) Code is 541370, Surveying and Mapping (except Geophysical) Services. The term of the contract is anticipated to be a total of $5,000,000 or 36 months, whichever occurs first. Interested, qualified sources are invited to respond to this Sources Sought announcement by submitting information as outlined below. Please do not submit a company brochure or other information that is not listed below. Submit the following information: (1) Professional qualifications of staff. Please use the attached form to submit the required information. Information shall document the staff ™s experience in the development and implementation of Geographic Information Systems (GIS) including GIS database and systems development. In addition, please indicate the staff ™s knowledge of Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) and Federal Geographic Data Committee (FGDC) Metadata standards. Please indicate if you have ESRI certified trainers, Geographic Information System Professionals (GISP) or American Society of Photogrammetry and Remote Sensing (ASPRS)-certified professionals on staff. (2) Specialized recent experience (within the past three years) and technical competence of the firm in GIS feature and system development for federal facilities and infrastructure; usage and maintenance of enterprise databases (reconciling/posting, versioning, etc); proficiency in GIS and remote sensing software packages such as AutoCAD, ArcGIS, and ERDAS Imagine; experience in field data collection using GPS; and conducting boundary and topographic surveys. Please use the attached form to submit the required information and please limit your submission to a maximum of five (5) projects. 3) Please submit information on your firm ™s ability to provide photogrammetric capabilities for acquiring, registering, rectifying, and mosaicing aerial photography and satellite imagery and the collection and use of LIDAR. Include project title, project description, dollar value and a point of contact with phone number and email address. If your firm does not have this expertise in-house, please submit information on your past history in subcontracting out this work, to include at a minimum, the name of the subcontractor, project title, project description, dollar value of the contract and a point of contact with phone number and email address. Please limit the number of projects to a maximum of three (3). No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests, if required. Respondents will not be notified of the results of this evaluation. However, NAVFAC Pacific may utilize the information for acquisition planning purposes. The Government will evaluate responses based upon the criteria specified above. Offerors having the capability to perform this work are invited to submit its qualifications by 2:00 p.m. HST on 26 June 2012. Complete information must be submitted. The Government will not contact the concern for clarification of information. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. After review of the responses to this synopsis, a pre-solicitation announcement will be published in the Federal Business Opportunities (FedBizOps) if the Government intends to proceed with the procurement of these services. The Government will not provide a debriefing on the results of this survey. Respondents will not be notified of the results of this evaluation. Since this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent. All information will be held in a confidential manner and will only be used for the purposes intended.
