Description
June 11, 2012 Morris K. Udall and Stewart L. Udall Foundation Request for Proposals for legal consulting services Background The Morris K. Udall and Stewart L. Udall Foundation (Udall Foundation) is an independent Executive Branch agency. The Foundation helps educate the next generation of Native American and environmental leaders through college scholarships, a Congressional Native American internship program, graduate fellowships, and the Native Nations Institute for Leadership, Management and Policy. The Foundation also operates the U.S. Institute for Environmental Conflict Resolution, which is the only entity within the federal government focused entirely on preventing and resolving environmental conflicts and promoting collaborative decision making. The U.S. Institute promotes meaningful participation by a wide range of stakeholders in decision making and resolving conflicts involving the federal government. For additional background about the Foundation, see http://udall.gov/ Services Requested The Udall Foundation seeks legal consulting services to support its Board of Directors during a period of unusual circumstances. The selected vendor will assist the Udall Foundation Board of Directors, its Executive Director and the Foundation staff providing advice and interpretation in the following areas: • Employee personnel matters by reviewing personnel action documents, monitors negotiations and settlement agreements, provides advice to the Board relating to all aforementioned matters; • Matters relating to a pending Inspector General investigation; • Development of draft By-Laws and operational procedures for the Board; • Assistance provided to the interim-acting Executive Director (ED) to: -Provide ethics training to the Udall Foundation staff; -Review and respond to ethics questions and concerns as needed by the ED and Staff; -Review MOU's, IGAs, and other agreements as necessary to ensure compliance with federal law, rules and regulations, • Other matters as the Board and the Executive Director may request of the Legal Consultant from time to time. Qualifications A member in good standing of the Arizona State Bar Association and have no less than 5 years of experience with federal agency and/or federal law, regulations and procedures. Available from July 2, 2012 through September 28, 2012. Able to work at the Udall Foundation offices in downtown Tucson, 130 S. Scott Ave., Tucson, AZ 85701. Selection Criteria Submissions will be evaluated based on the following criteria: Best qualified to provide the legal consulting services required by the Udall Foundation, based on level of experience, quality of prior work, and experience. Availability by July 2, 2012 Past performance and/or references Rate (cost is less important than other criteria) Proposal Elements Required Vendor must identify the single individual it proposes to assign to the work and demonstrate how the individual is qualified to meet the legal consulting needs of the Udall Foundation including a description of prior experience, agencies for which the individual has provided legal advisory services, nature of ethics issues handled, and any certifications or credentials related to the services requested in this solicitation. Two professional references able to confirm experience, both nature and quality of work. Date of first availability Hourly rate Proposals are limited to 2 pages. Proposals exceeding the 2 page limit shall be competitively disadvantaged. Contract Award The Udall Foundation will award a time and materials contract to the successful vendor. The successful vendor must be registered in Central Contractor Registration (CCR) and Online Certifications and Representations Application (ORCA) prior to contract issuance.
