Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This pre-solicitation notice is being issued in accordance with FAR Subpart 5.204. This procurement is being conducted in accordance with FAR Part 15. The Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), intends to competitively award a contract entitled "Advanced High Temperature (HT) Coatings for HT Oilfield Downhole Applications." The BSEE Acquisition Operations Branch is the contracting office for this procurement and the resultant contract administration. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The Government intends to award a firm-fixed-price type contract for the effort described herein but may consider other proposed types if determined appropriate. The applicable NAICS Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), and the work is multi-disciplinary. The period of performance of the resultant contract is anticipated to be not more than 24 months. BACKGROUND: The Bureau of Safety and Environmental Enforcement (BSEE), within the Department of the Interior (DOI), became effective on October 1, 2011. BSEE works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. BSEE is seeking expert assistance in developing and evaluating the resulting properties of high temperature (HT) coatings on HT metal substrates in temperatures greater than 350 degrees Fahrenheit, erosion-corrosion conditions, and sour gas, including H2S and CO2, environments. As oilfield exploration has moved farther offshore, high pressure and high temperature (HPHT) environments are being encountered more frequently. The overarching goal of the subject procurement is to better understand and parameterize the effects of HPHT downhole environments, including corrosion and erosion-corrosion, on base metals, coatings, and coating application methods. SCOPE OF WORK: The selected contractor will conduct a literature review focused on identifying existing oilfield and novel base metals, coatings, coating properties, and coating application processes with potential for use in the HPHT downhole environments. Based upon the results of the literature review, the contractor then will determine potential base metal, alloy, and coating, and coating application combinations for use on tubulars and casings in HPHT environments. The contractor will conduct temperature, sour gas, corrosion, and erosion testing on those selected materials, evaluate the test results, and report the detailed analyses to BSEE.
