Description
PROJECT TITLE: Scrap Railroad Wheels, Type A, B, and C LOCATION: FOB Destination, Office of National Marine Sanctuaries (ONMS) 7600 Sands Point Way, Seattle, WA NAICS CODE: 331111 Iron and Steel Mills, Small Business Size Standard 500 employees. (Federal Supply Code is 9670 Iron and Steel Scrap) SET-ASIDE STATUS: This procurement is a 100% Small Business Set Aside DESCRIPTION: NOAA's Pacific Marine Environmental Laboratory (PMEL) has a requirement for various types of scrap railroad wheels to be used as anchors on observing buoys. The following are the specifications for Type A, Type B, and Type C wheels: TYPE A--Scrap railroad wheel with shaft flame cut or better 42 inches from inside of wheel. Cut should be level +/- one-half (1/2") inch. Approximate weight is 1100 pounds, +150 pounds, -100 pounds. Maximum shaft diameter at cut not to exceed seven and one-half (7-1/2") inches. Axel must be flush cut on bottom to allow wheel to sit flat on a flat surface. Wheel axel shaft shall contain a drilled hole of one and nine-sixteenths (1-9/16") inches diameter through the center of the shaft with the hole centered +/- one-quarter (1/4") inch, two and one-half (2-1/2") inches below the cut edge of the axel, and parallel to the base to the wheel. The hole shall allow for insertion of a fourteen (14") inch long, one and one-half (1-1/2") inch diameter steel rod completely through the shaft. The knuckle on the shaft shall not exceed a diameter that allows the wheels specified as Types B and C to rest directly on the wheel at the base of the shaft. Approximately 64 to 100 wheels. TYPE B--Scrap railroad wheel with axel pressed out. Minimum hole diameter eight and one-fourth (8-1/4") inches, with a weight of 840 pounds, +- 30 pounds. Approximately 144 to 275 wheels. TYPE C -Scrap railroad wheel with axel pressed out. Minimum hole diameter of eight and one-fourth (8-1/4") inches, with a weight of 710 pounds, +-30 pounds. Approximately 120 to 250 wheels. TENTATIVE SOLICITATION ISSUE DATE: June 29, 2012 TENTATIVE PROPOSAL DUE DATE: July 13, 2012 ANTICIPATED AWARD DATE: August 4, 2012 PERIOD OF PERFORMANCE: NOAA anticipates awarding an Indefinite Delivery Indefinite Quantity contract with a one year base and two one-year option periods. CONTRACTOR REGISTRATION: To be eligible for award, a contractor must (1) be registered in the Central Contractor Registry at www.ccr.gov and (2) must complete the Online Representations and Certifications Application at https://orca.bpn.gov/. All offerors must have a Dun & Bradstreet Data Universal Numbering System (DUNS) identifier. A DUNS number may be acquired free of charge by contacting Dun & Bradstreet at (800) 333-0505 or online at https://eupdate.dnb.com, then click on "D&B D-U-N-S Number". Once the solicitation is issued, all responsible and fully responsive sources may submit a proposal which will be considered by the Agency. Any resulting contract will be awarded as an Indefinite-Delivery, Indefinite-Quantity contract. Solicitation documents are estimated to be available for download on or around June 29, 2012 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued.
